Work report Internal Control Sector (SUK) Ministry of Internal Affairs, into which "Vreme" had an insight, showed that during 2024, with 201 employees, only 23 integrity tests were conducted, i.e. checks of the financial status of police officers, which is disproportionate to their incomes. Of these, 11 were negative, and 12 were positive, which is ridiculous considering that in every city in Serbia, it is an open secret what property members of the police have, especially the higher-ranking ones.
Five reports were submitted to the Cabinet of Ministers with proposed measures against nine police officers, which initiates the initiation of disciplinary proceedings due to a serious breach of official duty due to a negative integrity test result.
In the entire year 2023, 24 integrity tests were conducted, of which 18 with positive and six with negative results, and preliminary investigation procedures were initiated against four police officers, which are still ongoing, while it was concluded that it is necessary to repeat the testing in order to fully establish the factual situation.
In translation - the policemen are getting rich illegally, and the top of the MUP and the judiciary are powerless or unwilling to prosecute them, while even the sparrows on the branch know in which city which policeman is running a "racket", who cooperates with criminal groups, who is related to drug dealers...
But that's why traffic drivers suffer because of bribes of 1.000 to 2.000 dinars, and this is presented in the report as a success.

In 2024, SUK received 957 new reports on the property status of managers, 1.281 reports of changes in property status, 68 statements and 18 notifications. Members of the Sector have checked the accuracy of the reported data in the property register for 608 managers in the MUP, as well as for 1.351 persons with whom they live in a joint family household. It was established that 104 managers did not report their assets and reports were sent for them on checks to take measures and actions in accordance with the Law on Police. Almost half a year has passed, and "feedback on the measures taken is ongoing", a summary report is awaited.

In 2023, the SUK received 67 new reports of managers' property status and 1.138 reports of changes in their property status, and its members checked the accuracy of the reported data in the property register for 1.016 managers, as well as for 2.980 persons with whom they live in a joint family household.
The report provides information that "in a certain number of cases, it was determined that there is a discrepancy between the reported data in the asset declaration and the data of the competent state authorities" and that letters were sent to 344 managers in which they were asked to state in writing, within 30 days, the circumstances of the observed discrepancy, as well as the circumstances of the established factual situation. In the statements they submitted, it was established that there was no obvious intention to conceal data on the property status, as well as that there is a lack of up-to-dateness in the records of state authorities.
Systematic cover-up
The "integrity test" was once introduced by the then head of SUK Milan Oparnica, an experienced criminal police officer, based on the experiences of other police officers, but he soon "flew away" from that position, even though he had an impeccable career. Someone was obviously bothered by that check.
Last year, the SUK received 6.257 cases (written addresses, complaints, official notes, information and other documents) in which various illegal and unprofessional behaviors of police officers and other employees of the Ministry were pointed out, and the work on the verification of allegations from 6.385 cases was completed, including cases transferred from the previous period. Of that number, SUK performed direct checks of allegations from 3.801 cases, while 2.584 were forwarded to other organizational units for further jurisdiction.
In 2024, the SUK filed 162 criminal charges and four reports as supplements to criminal charges against 202 persons, of which 74,8 percent were police officers and other employees of the MUP, while the rest were citizens. 149 criminal charges and three reports were submitted as supplements to the criminal charges against 151 police officers and other employees of the MUP, due to the existence of grounds for suspicion that they had committed 222 criminal acts, and among the suspected police officers were also 10 managers
When the reports against the managers will see the light of day and come out of some prosecutor's drawer, it is not difficult to guess - never, and maybe not even then.
Nobody is doing anything.
President of the Serbia Center retired general Zdravko Ponoš presented an interesting analysis at the session of the parliamentary committee for defense and internal affairs on Tuesday: if 201 people work in SUK, they spent 397.980 working hours in the past year, which means 13.723 hours per operational information, i.e. the average of filed criminal charges per employee is less than one per year.
For example, economic crime inspectors are required to submit one criminal report per month, and classic crime inspectors must write criminal reports with at least seven criminal acts.
Of course, the statistics of the MUP also show the fact that ordinary police officers suffer the most: those of general jurisdiction - 47 percent, traffic officers - 18,5 percent and members of the criminal police - 11,9 percent.
Such people are punished, while their bosses build houses, villas, buy apartments in elite locations, estates in mountain tourist centers.
At one time, former police director Vladimir Rebić, when it was discovered that he had built a house with a swimming pool in Vrčin, without reporting it to the Anti-Corruption Agency, said in a television appearance that he and his wife bought a plot of land and built a house "with their own funds" and a loan. It was indicative, however, that Rebić did not know how to answer neither when he started building the house, nor when it was finished, nor when he moved in.
