Lawyer and legal analyst Rodoljub Sabic he assessed that a serious crime was committed with participation Chief of Police of Belgrade and several police officers, another in a long line of confirmations of the penetration of organized crime into the structure of the police, which could and had to be prevented on the basis of current laws, but there is no political will to do so.
In a written statement, Šabić emphasized that it is "literally in the existential interest of citizens and society" that this penetration criminal organization to the police to stop and suppress it, but he noted that this cannot be achieved by occasional populist announcements of some measures, but only by persistent, coordinated action by the competent authorities, which, unfortunately, has not been there for years.
"President of the Republic publicly assessed that "half of the drug dealers have police protection" and in this regard announced that "soon a law will be adopted under which anyone who is caught doing other work beyond what he receives direct permission from the state, will be removed from the service". But the fact is that even under the conditions of the current Law on Police, the hiring of a large number of police officers by problematic people, on problematic jobs, could and should and can be prevented," said Šabić.
He reminded that the Law on police which has been in force for ten years, stipulates that additional work by police officers outside working hours is possible only with the prior written approval of the head of the organizational unit.
"The law does not allow managers to give these approvals for jobs that may cause a conflict of interest or affect impartiality in work, and working without the manager's approval is a serious violation of the work obligation for which the measure of termination of employment can be imposed," reminded Šabić, adding that apparently these legal provisions are taken lightly, interpreted arbitrarily and deliberately, deliberately ignored.

The employment of off-duty police officers is left to uncontrollable elements
Šabić also reminded that the Law on Police already in 2016 provided for the obligation of the relevant minister to issue a rulebook that would, among other things, precisely determine the jobs in which policemen are prohibited from working, but that rulebook was never passed, and with later changes to the law, that obligation was deleted and the work engagement of policemen outside of work was left to uncontrolled elements.
According to Šabić, the engagement of police officers from the second and third echelon of the police in problematic jobs is a big one, but it is neither the only nor the biggest problem.
"The main problem, the source of all others, is the connection of people from the top of the police with organized crime. That is why there is no acceptable explanation for the conspicuous and persistent ignoring of information about the once inexplicable and enormously large assets of some people from the top of the police," said Šabić.
According to him, the apparent chronic unwillingness of both internal control and the prosecution, the Agency for the Prevention of Corruption and the Tax Administration to deal with such information in a serious manner, despite the legally required assessments of the risk of corruption and verification of the accuracy of data on assets, is a reliable sign of the lack of political will to oppose corruption and the penetration of organized crime into the police.
