For the construction of the line infrastructure to the National Football Stadium with accompanying facilities in Surčin, the Republic of Serbia plans to borrow from the banks Poštanska štedionica and Unikredit.
As can be seen from the legal proposals published on the website of the National Assembly, Serbia will be able to withdraw funds of 11,2 billion dinars from both of these banks, and a total of 24 billion dinars (about 190 million euros).
The line infrastructure will be built by the company "Power Construction Corporation of China".
The Ministry of Finance and the company "Power China" signed a commercial contract on the design and execution of works on the line infrastructure construction project on April 27, 2023, according to the proposals that are in the parliamentary procedure.
"Taking into account the previous successful cooperation with the company 'Power Construction Corporation of China', the Government of Serbia (through the Ministry of Finance) signed an Agreement on cooperation in connection with the implementation and financing of preparatory design works for the project of construction of line infrastructure for the needs of the development of a new area within construction of the National Football Stadium with accompanying facilities on the territory of the municipality of Surčin", it is written in the explanation of the proposed law.
Construction of line infrastructure includes traffic areas, road facilities, bridge structures, energy, telecommunication infrastructure.
Evaluating the budget for this year, the Fiscal Council stated at the beginning of the year that the construction of the National Stadium "will cost around 65 million euros this year alone, and that its economic profitability has not been publicly demonstrated to taxpayers." Projects from sports or any other field should not be automatically removed from the list of priorities, but their presence in the budget should be supported by studies that show that they are the most needed, which is also foreseen by the law".
When is “Time”? wrote four years ago on the topic of building new stadiums in Serbia and renovating some existing ones, it was said that the national stadium would be completed by 2023.
But the national stadium is still only an item in the budget - which is an accounting trick to increase the GDP - and there is nothing on the land in Surčin. Now the government is convincing the people that everything will be ready for the EXPO subsidiary exhibition in 2027, and they themselves know that it is more realistic - according to the dynamics of construction - that everything will be finished there in ten years. Again, that is good because Belgrade can apply for the organization of the Champions League final in 2033, if the stadium is of that size.
