The war over KK Partizan: Between the regime and the fans
Fights in the stands, regime attacks on party colleague Ostoja Mijailović, fan outrage... "Vreme" investigates what is happening around the Partizan basketball club

The days of "open doors" for various persons of security interest continue and it is not entirely clear who controls that sector. It is possible to do the same as in foreign policy - arrests are made on all sides, they are released on all sides, depending on the given political moment - so in the same week, Radoičić and Nedić are on the side of the regime, and Russian spies who are trained and bred in Serbia are arrested.
Two seemingly separate events - two police actions in three days - the Serbian police and the regime keep them away from the public eye. On Friday, September 26, we learned that in the area of the city of Loznica, in the tourist facility on the Drina, Sunčana dolina, a group was arrested that was training Moldovan citizens for action on the day of the elections, held in that country on Sunday, September 28.
On Monday, September 29, we learned that UKP is in cooperation with BIA arrested 11 Serbian citizens who are suspected of being part of a group that, under the direction of a foreign intelligence agency, was trying to provoke inter-ethnic and inter-religious conflicts in Paris and Berlin.
In the brief announcements of the MUP (see antrfile), there are not many details that would explain in more detail why these arrests took place, nor how it is even possible that on the territory of Serbia some foreign services organize "terrorist cells" that should operate in third countries.

AND FROM THE REGIME MEDIA - SILENCE
The group that operated in Paris and Berlin used pig heads that they threw in front of Muslim places of worship, which reminded the "good connoisseurs" of hooligan habits in Serbia of the event from 2015, when "fans" of Red Star threw pig hooves at the players of Galatasaray of Turkey at a Euroleague basketball game in Belgrade.
Earlier this year, the French press wrote about incidents aimed at dispersing inter-ethnic hatred, and at the time it was suspected that it was a group from Serbia, which could be under the control of parts of the Russian intelligence community. Like the Serbian police, not a single media under the control of the regime mentions which foreign service could be responsible for the recruitment, training and management of the group, formed in Serbia, which operated in the central cities of the European Union with the aim of creating a diversion in the background of the front - while the war in Ukraine is going on, to light some fire among those who support Ukraine. TV stations and tabloids, which for years have been dragging a part of the public, politicians, journalists, activists and members of the NGO community, accusing them of unconstitutional actions, of collaboration with foreign services, now that we have obvious examples of not only working for the secret services of other countries, but also the creation of special camps inside Serbia where "real terrorists" are trained, are silent.
PRESIDENTIAL DIFFICULTIES IN READING
Two events that represent an international scandal, as reported by the press from Moldova to London, so far do not have a big impact in Belgrade, but there is no clear voice coming from the EU countries either. It is obvious that Serbia was forced to do something about the fact that on its soil and under its auspices, tactically, technically and financially, units are being prepared to be inserted into third countries in order to cause chaos - either on the day of the elections, which were decisive for Moldova and in which, in the end, the pro-European party won convincingly, or in sensitive areas in Paris and Berlin, as symbols of the Union, to cause incidents that would shift the interest of the public and the security services from of Russian crimes in Ukraine on domestic topics.
And everything is happening in the days of Vučić's big international action in New York and when there is more and more talk about the fact that it is inevitable that Serbia does something about the sanctions against Russia because its oil company, which is majority owned by Russia, will definitely be under sanctions from October, which can cause economic upheavals in the weak Serbian economy and weak public finances. It turns out that Vučić was still telling the truth when he talked about the preparations for a colored revolution, but it seems that he did not read correctly what the domestic and foreign services delivered to him: a colored revolution was being prepared in Serbia, but it was being done by the Russian intelligence community under the auspices of parts of the Serbian "Udba", all with the aim of changing the government in EU candidate countries and EU members.
MAFIA ELDORADO

In parallel with this forced action by the Serbian police, obviously carried out under foreign pressure, last week we remembered some other people and events that fit into the story of Serbia being a kind of "terrorist-mafia paradise". Namely, Milan Radoičić appeared in Kosjerić, a person with a murky biography about whom there were many details on the pages of "Vremen", Vučić's political ally in Kosovo and Metohija and the leader of an illegal group that in September 2023 in the village of Banjska caused an armed incident in which four men were killed - three from Radoičić's group and one Albanian, a member of the Kosovo Police.
And that's not all.
In Podgorica, the former special prosecutor of Montenegro Milivoje Katnić, now suspected of abuse of official position and participation in a criminal organization, testified in Podgorica. In his two-day testimony before the High Court, he told a lot about the connections between the regime in Serbia and the clans from the towns of Kavač and Škaljari in Kotor. Referring to Sky messages correspondence between various persons of security interest, Katnić pointed out that the breakup between Vučić and Nebojša Stefanović, the former Minister of Police of Serbia, took place along the lines of support for one clan or another. He also presented information that Saleta Mutavog's group, which included Veljko Belivuk and Marko Miljković (currently in custody in Belgrade), was supposed to cause incidents in the elections in Montenegro in October 2016, from which a pattern of behavior could be drawn that extends all the way to the elections in Moldova last weekend. It is interesting that in that testimony it is said that Mutavi and Belivuk allegedly refused to participate in creating chaos in the Montenegrin elections, that will be done by someone else from the security system, but it remained unclear whether Aleksandar Stanković aka Sale Mutavi was killed because of this, just before those elections, which caused a real commotion in the ranks of the authorities in Belgrade.
As always when he wants to escape from a topic, Vučić says that it is nonsense or that he knows nothing about it, which is strange for a man who leads his "margarine policy" - interference in literally all areas of life in and around Serbia.

OPEN DOOR DAYS
The appearance of Radoičić in the public is interpreted in two ways: some believe that he was brought out as one of the most visible thugs in Serbia, together with his gang, to show that Vučić still manages fear and to send a message to the opponents of the regime that there will be no mercy (which was seen at the Serbia-England match, when Radoičić's men tried to silence the stands with beatings), while the other part of the public understood his appearance as a way to discipline the progressive base, which was frightened and withdrew and don't fight hard enough.
Be that as it may, a man suspected of numerous crimes both in Serbia and Kosovo, whose name is mentioned in the case of the liquidation of Oliver Ivanovic, a man who is the owner of numerous hotels and companies in Serbia and who is under American sanctions - is taken out into the street, allowed to "walk freely" and threaten those who do not like him, in the days when Vučić announces a final showdown "with the blockaders", that is the message and we will quickly understand its true nature.
After a long time, Novak Nedic, the manager of numerous "party combat units", appeared in public at the government's protest in front of RTS. The person who was proven to have organized the beatings and who was linked by the French police to drug dealers, was walking around and kissing the policemen who regulated the traffic.

It is possible to do the same as in foreign policy - arrests are made on all sides, they are released on all sides, depending on the given political moment - so in the same week, Radoičić and Nedic appear on the side of the regime, and the regime arrests Russian spies who are trained and bred in Serbia.
Vučić works as usual: he withdraws all actors as pawns and sacrifices them as needed. In his chess-political game, a piece never loses its head - it may be offered in exchange for something else on the board, but it is not impossible for it to return to the game later. That is not possible in chess, but it is the rule with Vučić. The only thing that matters to him is that the king is not checked even when he is almost in the corner, surrounded by stronger pieces.
On September 29, the Ministry of Internal Affairs of Serbia announces: By order of the Higher Public Prosecutor's Office in Smederevo, and in a joint action with the Police Administration in Smederevo and the Security and Information Agency, 11 persons from the area of Velika Plana and Belgrade were arrested, namely F. P, N. Ć, A. S, A. B, Đ. P, S. P, N. Ž, N. D, A. M, NS and D. M, due to the existence of grounds for suspicion that they have committed criminal acts of conspiracy to commit criminal acts, racial and other discrimination and espionage.
There are grounds for suspicion that the fugitive MG suspect, acting on the instructions of a foreign intelligence service, organized and trained a group of Serbian citizens on the territory of the Republic of Serbia - suspects D. M, B. Đ, P. Đ, N. Ć, A. S, D. M, F. P, A. B, Đ. P, N. Ž, S. P, N. S, ND and A. M, a group that, with the help of K. S, aimed to violate basic human rights and freedoms guaranteed by generally accepted rules of international law and ratified international treaties on the territory of the Republic of France and the Federal Republic of Germany, based on differences in race, skin color, religious affiliation, nationality and ethnic origin. Also, their goal was to spread ideas that advocate and incite hatred, discrimination and violence, based on the differences in the personal characteristics of certain groups of people. They carried out these activities in the period from April to September 2025, by throwing green paint on the Holocaust museum, several synagogues and a Jewish restaurant, sticking stickers with "genocide" content, placing pig heads near Muslim religious buildings, all in the area of Paris, as well as in front of the Brandenburg Gate in Berlin, by placing concrete "skeletons" with written messages.
On September 26, 2025, the Ministry of Internal Affairs of Serbia announces: Members of the Ministry of Internal Affairs, Criminal Police Directorate - Anti-Terrorism Service, in cooperation with the Security and Information Agency and the competent prosecutor's offices, arrested two people due to the existence of grounds for suspicion that they committed the criminal offense of organizing participation in a war or armed conflict in a foreign country.
The arrested LP (1988) and SS (1978) are accused of organizing combat-tactical training for citizens of Moldova and Romania, which, as it is suspected, aimed at training them to provide more effective physical resistance to Moldovan police officers in the event of riots during the election day in that country, scheduled for September 28 this year.
It is suspected that LP organized and financed the training that was conducted in a restaurant near Loznica, while SS is accused of helping him in this.
The training is suspected to have been conducted between July 16 and September 12 for between 150 and 170 citizens of Moldova and Romania.
During the search of the suspect's apartment, the police confiscated laptops, mobile phones, as well as a device for detecting and monitoring radio-frequency signals, while the suspect SS also confiscated a gun, which is why he is also charged with the criminal offense of illegal production, possession, carrying and trafficking of weapons and explosive materials.
After launching the investigation in connection with this case, the Ministry of Justice of the Republic of Serbia will request information and evidence from the Republic of Moldova through international legal assistance in order to continue the proceedings.
The suspects were detained for up to 48 hours, after which they will be brought to the Higher Public Prosecutor's Office in Šabac, along with a criminal report.

The regime's big defeat is also the fact that the citizens, together with the students, have matured politically - at least the vast majority of them. This was seen in Novi Sad, heard from the statements of citizens and students. There are fewer and fewer impatient people who expect that something can change overnight or in one day. The goal is close, but you still have to stomp to get there, all with wounded legs. Those students who marched to Novi Sad with bloody socks from blisters symbolically showed that determination exists and that nothing can stop them
