Harry and Coje had barely dozed off when the pleasant baritone of the captain of Air Serbia Embraer E195 (YU-ATC) brought them out of their sleep:
"Ladies and gentlemen, we are about to land in Tivat. The current temperature is 26 degrees. Please remain strapped in until the plane comes to a complete stop and the seat belt sign goes off."

And then the captain repeated in English: "Ladies and gentlemen, we have begun our descent into Tivat. Please return to your seats and fasten your seat belts. Cabin crew, prepare the cabin for landing."
Still dreamy and a little confused, because the "lady" was not among their 87 companions. Aleksandar Janković, better known by the nickname Aca Hari and Jovan Kecman aka Coje, came back to reality when, as soon as they set foot at the airport in Tivat, they were met by a two-meter-tall male who, in a manner of Sheret, under the phantom, threw: "You guys!"

Harry and Coje would know what to say to him if they were in their native Serbia and the "boss" had not told them to behave decently. That's why they slowly headed through the police cordon towards the Tivat Aerodrome building, while at that moment several fast patrol boats of the Navy of the Army of Montenegro, armed with 12,7 mm machine guns, were cruising in the waters of the Tivat Bay, which - as the security dictionary says - "ensure the security perimeter" on the sea around Porto Montenegro. A ban on the entry and departure of all ships came into effect in that zone, and around the "Regent Porto Montenegro" hotel, where the EU-Western Balkans Summit will be held, the shadows of snipers hovered on almost every roof.
JUST FOR THE PRESIDENT TO HAVE A GOOD TIME...
What later happened on that 4th of June of this summer is well known. Mostly, as Aleksandar Vučić would later explain, Harry and Coje, with their pajtos, were there to make him feel more comfortable. Which does not mean that the President of Serbia was uncomfortable in Tivat, but, well, obviously his eyes and ego are pleased with the sight of these plump, short-haired and tattooed guys, like Janković, Kecman and 85 other SNS charter-activists who left for Montenegro that morning. I guess Vučić got used to their presence, seeing them every day in Ćaciland, so he didn't want to be separated from them even in Tivat.
One of the questions that both the Serbian and Montenegrin public was feverishly dealing with is certainly the dilemma of whether the President of Serbia, that is, His people who, without His knowledge, organized this happening, knew or assumed that the "landing on Tivat" by Hari, Coje & comp., as some Montenegrin media called it, could go unnoticed in the city where at that moment there were the most intelligence officers per square meter in Europe.
It is not entirely clear why these 87 guys came to Montenegro on a charter flight which, although there is no official data, according to the tariffs for similar distances, costs between 35.000 and 50.000 euros. Individuals also wonder why those irresponsible people from Vučić's entourage did not, in order for him to feel comfortable, hire, for example, Knežević's Zećani and other Serbian brothers, who are no less convinced than Harry and Coja that "Serbia wins", and besides, they cost less?
Instead of an exact answer, it is necessary to go back a little to the immediate past, because without that current prehistory it is difficult to understand everything that happened at the EU Summit - Western Balkans in and around Tivat.
POLITICS OF VIRGINITY

Vučić's rule is a continuous series of regional conflicts, jokes and harsh words, regardless of whether it is Croatia, Bosnia and Herzegovina, Kosovo or Montenegro. From that angle, many looked at the reactions of the President of Serbia on the occasion of the celebration of two decades of independence of Montenegro.
On May 14, 2026, Aleksandar Vučić said that he received an invitation to celebrate 20 years of the restoration of independence of Montenegro, but that he refused it. Speaking to journalists during a tour of the EXPO 2027 construction site in Belgrade, he said:
"I will not participate in the glamorous celebration of secession from my Serbia."
He added that, as he said, "he would be ashamed to attend such a celebration" and that he does not want to participate in marking what he considers the separation of Montenegro from Serbia.
Nothing new and unexpected, one would say, even though the President of Serbia knows that the referendum in which the citizens of Montenegro voted for independence was called on the basis of the Constitutional Charter that Serbia and Montenegro signed during the formation of the state union, which in Article 60 stipulates that after the expiration of a period of three years, the member states have the right to initiate proceedings for a change of state status, i.e. for withdrawal from the state union of Serbia and Montenegro.
It will turn out, however, that this statement by Vučić was an introduction to the planned propaganda campaign of the Serbian authorities that will follow.
A week later, the Novi Sad organization Center for Social Stability, close to the Serbian Progressive Party, in the "documentary" film "Referendum - the story of fictional freedom", claims, among other things, that "the time is ripe for a new re-examination of the will of citizens or for the institutional association of territories where those who see their future together, not separately, live", and that Cetinje has recorded "the biggest demographic explosion since the Second World War", because the families there "guarded by Italian soldiers" while the citizens of Cetinje were dying on the battlefields all over Yugoslavia. The authors told the state of Montenegro that they are coming back for their own, and that they will continue because they have just started.
The work was broadcast on May 20 and 21, in two parts, on two Montenegrin televisions with a national frequency - TV Prva and TV Adria, as well as on televisions "Informer", "B92" and "Dokumentarna TV" in Serbia.
As expected, the film caused violent reactions in Montenegro, and the Agency for Audiovisual Media Services (AMU) imposed maximum fines on TV Prva and TV Adria, which have a national frequency, for broadcasting this film.
"Taking into account the above, especially the severity and extent of the violation, the fact that the content is objectively capable of inciting intolerance towards a part of the citizens of Montenegro, the fact that it was broadcast during the celebration of Montenegro's Independence Day, as well as the fact that the final messages suggested future action, the Agency finds that the imposition of this measure is proportionate and justified in order to protect the public interest and prevent future similar violations," the AMU stated in its explanation.
Even Vučić did not remain silent on the claims from this film. Even in China, on May 26, 2026 in Beijing, during a visit to the "Xiaomi" factory, he found time to comment on the events in Montenegro. He said that he watched only a small part of the film by the Center for Social Stability about the referendum in Montenegro and that he "did not see any insults".
PRELUDE OF A FLIGHT TO TIVAT

After this propagandistic work of an organization associated with the current Serbian government, it did not take long for a new series of insults against Montenegro.
On the occasion of the adoption of the Law on the Status of the Descendants of the Petrović Njegoš Dynasty in the Assembly of Montenegro, Aleksandar Vučić reacted to the fact that the wording about the "forcible annexation" of Montenegro in 1918 remained in the law.
He stated that such formulation is "not only a falsification of history" but also an indicator of what the current Montenegrin leadership thinks about Serbia and the Serbian people.
Vučić said that he hopes that the information about the adoption of the law with that wording is not correct, and then added:
"If it is, it would not only be a falsification of history, but it would show what the current leadership of Montenegro and the majority think about Serbia and the Serbian people."
He especially pointed out that the deputies of the Democratic People's Party did not support the law, stating that he knows that Milan Knežević and his party did not vote for that proposal.
And then there was Vučić's prelude to coming to Tivat, where he would not have come if it weren't for Ursula von der Leyen, the president of the European Commission. As reported by the Serbian media, the President of Serbia requested that no official reception or protocol send-off be organized for him during his visit to Tivat. Of course, he also said that he will "tell them everything he has" in Tivat.
Another manipulation by Vučić for domestic use, because no special welcome or send-off was planned for the participants of the Summit, but, apparently, the only thing that was important to the President of Serbia was to shout and tighten the atmosphere as much as possible.
All of the previously listed was not enough for Aleksandar Vučić, so he decided, without his knowledge, to try to bring his beaters from Ćaciland to Tivat.
Speaking of "I'll tell them everything", it must be admitted that Vučić kept his promise. He spoke to journalists at least three times, talking about everything from Switzerland to cigarette smuggling.
The President of Serbia spoke about everything except what was the main content and message of the Summit in Tivat: Montenegro is within reach of the European Union, Albania is progressing on that path, and Serbia is at the very tail of the list of future full members of the European Union, with serious chances of being overtaken by Moldova and Ukraine.

And that's where we should look for the reasons for this epic-lyrical pretivat cycle that we witnessed a month ago, from Vučić's willy-nilly acting in Tivat, to the mistreatment of Montenegrin citizens at the border.
The President of Serbia obviously has a hard time bearing Montenegro's progress on the path to full membership in the EU, even more so than Serbia's setback in EU integration, and he is trying with all his might to hide this devastating fact, above all from the domestic public. He does not choose the means, while risking serious embarrassment in front of the European public with moves like this charter flight, which was obviously neither spontaneous nor unexpected.
LOOK INTO YOUR WALLET
What everyone can worry about, especially the authorities in Montenegro, is the very realistic expectation that Vučić will not easily give up his goal of destabilizing, slowing down or even stopping Montenegro on its way to the EU. Tivat has been and gone, it is actually questionable what can follow. Despite the fact that the Montenegrin leadership, primarily Prime Minister Milojko Spajić, persistently refrains from inflaming the conflict with Serbia, even when there are serious reasons for this, we should never forget that, apart from political and ethnic relations, Serbia and Montenegro have specific economic relations.
The share of Serbia in the total imports of Montenegro in 2024 was 699,2 million out of a total of 4,07 billion euros or about 17,2 percent, and slightly less than a third of the total Montenegrin exports, 184,5 million out of a total of 615 million euros, was placed on the Serbian market.
Almost every fourth tourist who spent the night in Montenegro was from Serbia. Aviation revenues of the Airport of Montenegro (ACG) in 2024 amounted to 10.700.000 euros, of which seven million euros were received from the Serbian national airline, and 3.700.000 euros from Air Montenegro. The share of income that the Port of Bar achieves based on business cooperation with business entities from Serbia in the period 2021-2024 is between 35 and 45 percent. As much as 63 percent of the total revenue of the Railway Transport of Montenegro (ŽPCG) in 2024 was generated from the sale of tickets in international traffic to Serbia.
Whether and when Aleksandar Vučić will decide to use these facts in his campaign to Montenegro is hard to say, but there are certainly reasons for concern.
If it does happen, Tivat, Hari and Coje can one day only represent the funny-sad adventure of Aleksandar Vučić. It's just that Montenegrins, in that case, won't be laughing.
