The new law on social assistance introduced the Social Card register, which contains data on beneficiaries, on the basis of which a decision on the granting of assistance is made.
In March 2022, the implementation of the Law on the Social Card began, which introduced a new state register - the Social Card information system. This system was announced as a solution to the accumulated problems in the social protection system and was supposed to lead to a fairer distribution of social assistance and more efficient work of centers for social work.
While some experts and non-governmental organizations claim that a computer algorithm makes a decision about who will receive help and who will not, which is why money is withdrawn from those who need it, the Ministry of Labor says that the register only collects accurate and up-to-date data, and that the decision is made by a social worker.
The non-governmental sector estimates that it is due to the implementation of the new law 28.000 people remained without social assistance, he writes BBC in Serbian.
The Ministry of Labor does not dispute that some have lost this right, but they emphasize that these are cases in which there were abuses.

"In a certain number of cases, these payments were even two decades after the death of the beneficiary," the Ministry stated.
The digitization of the social protection system, which the new law made possible, has been happening for years in the world.
