"An attempt to carry out teaching activities against the will of the students would represent a violation of the right to free assembly in order to protect the public interest, which is guaranteed by the most important acts of international law. In addition, such an action would be contrary to the principles of academic integrity and academic freedom, as well as the ethical principles on which our society is based," stated the document, which was also published on the University's website.
As stated in the document, conducting classes against the will of the students would be factually unenforceable, which can be concluded from the experiences of higher education institutions in Serbia where the management tried to hold classes in the existing conditions.
"The rector and deans do not have a mandate from the students to negotiate the fulfillment of student demands, nor the ending and modification of the blockade. The University of Belgrade supports the initial student demands, but does not participate in the organization of the blockades, nor can it stop them," stated the Platform signed by Vladan Đokić and 31 deans.
Stop the chase
It is added that the University and the faculties noted the factual situation created by the decision of the student plenums and at the same time supported the student demands and the right of the students to peaceful protest, assembly and expression of opinion.
"The rector and deans do not have legal mechanisms or factual possibilities to end the blockades, given that student requests are not within the competence of the rector and dean, but refer to broader social factors," it was stated on the university Platform, recalling that the Ministry of Education, in its letter dated December 25 of last year, noted the impossibility of conducting classes.
The University of Belgrade demands that the pressure on it and its members cease without delay, and in particular that the extraordinary supervision of the educational and financial inspection, as well as the State Audit Institution at the faculties, be suspended.
It is also demanded that the media's pursuit of the rector, deans, students and employees cease, as well as the public statement of threats and pressure directed at the oldest and most respected higher education institution in Serbia.
Another requirement is the payment of funds for all back wages from budget funds in full.
It is also insisted that the amendment to the Regulation on norms and standards of working conditions of universities and faculties for activities financed from the budget should be repealed, because it unconstitutionally and unlawfully changes the structure of the work obligations of employees at higher education institutions, writes FoNet.
It is also requested that the Government's Conclusion of March 24, which illegally decides that higher education institutions will be paid only part of the funds for the budget salaries of teachers and associates, is also requested.
Questions for the state
The University of Belgrade asked questions to the Government of Serbia and the Ministry of Education through the Platform.
The first question is whether and when it is planned to start a dialogue with the students blocking the faculties about the fulfillment of their demands, in order to enable the continuation of the school year?
Another question is when the next academic school year will start and whether there are plans to extend the current school year.
The questions addressed to the Government refer to when and under what conditions the enrollment for studies in the next school year will be carried out, and its answer is requested to the question of whether it is planned to reduce the prescribed number of ESPB points, as a condition for enrollment at the expense of the budget or the option of unconditional enrollment of students in the next school year, while maintaining the current status of students.
The last question in the series is whether there are plans to change and reduce the conditions for retaining student scholarships and loans.
How the government responded to the student blockade
Students participating in the blockade of the faculty, demanding responsibility for the tragic omissions related to the fall of the canopy, became the target of apprehension, institutional pressures and media discredits, even physical intimidation.
The President of Serbia, Aleksandar Vučić, accused the students of the attempt "colored revolutions", claiming that they were financed by foreign powers, with the aim of destabilizing the country.
During a large number of protests, several people were detained, including students and political activists.
Students reported attacks by unidentified persons during the protest.
Although President Vučić stated that all the students' demands were met, the students insisted on responsibility for the attacks and the release of those detained, which the authorities did not fully accept.
Incidents related to physical attacks on students, in which they are Cars hit students. who participated in the blockades, caused additional concern about the safety of students during the protests.
This raised the question of the responsibility of competent institutions for the protection of civil rights and freedoms.
