Proposers of the draft resolution Fr Srebrenica they determined the final version of that document, which will be discussed by the United Nations General Assembly on May 23, he writes Voice of America.
The initiators of the proposed text were Germany and Rwanda, while the amendments to the draft were submitted by the Government of Montenegro.
The final draft of the resolution, which the Voice of America had access to, foresees that July 11 will be declared the International Day of Remembrance of the Genocide in Srebrenica, which would be celebrated every year.
Punishment of genocide
The draft resolution unreservedly condemns actions that glorify those convicted of war crimes, crimes against humanity and genocide, including those responsible for the genocide in Srebrenica.
It also emphasizes the importance of completing the process of finding and identifying the remaining victims of the genocide in Srebrenica and their dignified burial, and calls for the continuation of the criminal prosecution of the perpetrators of the genocide in Srebrenica.
All states are urged to fully comply with their obligations under the Convention on the Prevention and Punishment of the Crime of Genocide, international customary law on the prevention and punishment of genocide, while respecting the decisions of the International Court of Justice.
Requests the Secretary-General of the United Nations to establish an information program entitled "Genocide in Srebrenica and the United Nations" to begin preparations for the 30th anniversary of the commemoration in 2025 and further requests the Secretary-General to send a resolution to all member states, organizations of the United Nations system and civil society organizations, it is stated in the draft resolution.
Serbia's appeal
The Chargé d'affaires of the Permanent Mission of the Republic of Serbia to the United Nations, Saša Mart, appealed to the co-sponsors to withdraw the text of the resolution on Srebrenica in the interest of all, primarily the people of Bosnia and Herzegovina, but also all UN members, so that the member states would not be put in a position to vote. on a sensitive issue that requires consensus, reports RTS.
"Contrary to the claims of strong regional support for the resolution, the co-sponsors continued with the practice of one-way communication, without the possibility of questions and comments, with the absence of open consultations that would involve the participation of all UN member states." The above only confirms the fact that the Republic of Serbia has pointed out from the very beginning - the non-transparency of the process without wider regional consensus and agreement exposes the real intention behind the resolution," Mart said in the letter.
The letter appeals to all UN members not to vote for the resolution.
"Having in mind the unforeseeable consequences of such a draft resolution already at this stage, on the fragile process of reconciliation by opening old wounds, we once again appeal to the co-sponsors to withdraw the text of the resolution, in the interest of everyone, first of all the people of BiH, but also of all UN members,
so that member states are not put in a position to vote on a sensitive issue that requires consensus.
If this is not the case, we point out that this resolution already causes deep divisions in the international community and leads to the complication of the process in the entire region, which is why we call on all UN member states not to vote for the said resolution," the letter stated at the end.
