In addition to Cicmil, five more people were arrested for embezzlement with public procurement
Higher Public Prosecutor's Office in Novi Sad announced that arrested six persons suspected of abuse of office.
Among them is MIlinko Cicmil, the head of the Promont Group, a company known to the public for owning luxury hotel complexes in Vojvodina.
Who is Milinko Cicmil?
Milinko Cicmil became known to the public as the majority owner (95 percent of the share) of the Promont Group, a company that owns luxury hotels in Vojvodina, writes the New Economy.
On the group's official website, it is stated that they own four hotel complexes: Hotel premier aqua, ethnic complex Vrdnička kula, Fruške terme and Fruške residence. At the end of 2019, the largest hotel complex, Fruške Terme, was visited by the President of Serbia, Aleksandar Vučić.
He then said that 28 million euros were invested in Fruške Terme, and that part was given by the state, and Cicmil, that the complex covers a total of 35.000 square meters, and that 22.000 square meters are underground with swimming pools.
Within the Cicmil group, it also owns other companies, including Promont frigo, which deals with the installation of water, sewage, heating and air conditioning systems, as well as Promont Distillery, which deals with the production of fruit brandies and craft beer, Nova ekonomija writes.
Cicmil also has the largest share (32 percent) in the ownership of the company Fruškogorska kooperativa, which is engaged in the wholesale trade of fruits and vegetables.
The media write that he started with a company that deals with the installation of gas pipelines and water pipes, and then continued with trade and the production of brandy.
He "gave away" apartments to employees
Cicmil spoke to the Montenegrin "Vijesti" about the benefits that his employees have.
"People get an apartment and use it for 20 years without interest, at some minimum prices, which they would pay for rent during that time. The worker is thus attached to his company. "He and his family have a good reputation," said Cicmil.
Who else was arrested?
As stated in the statement of the Prosecutor's Office, MC was arrested on suspicion of having committed the criminal offense of abuse of official position under Article 359, paragraph 3 of the Criminal Code, etc., as well as IM, GT, ZM, MP, MB, on the basis of suspicion that they each committed the criminal offense of abuse of official position in assisting under Article 359, paragraph 2, in connection with paragraph 1 and Article 35 of the Criminal Code.
"In the course of actions undertaken so far within the framework of the pre-investigation procedure, it was established that there are grounds for suspicion that MC, first as acting director, and then as director of the public company 'Elgas' Senta in the period from 1/5/2021 to 10/3/2023, used official powers and failed to perform official duties, contrary to the then valid legal and by-laws, in public procurement procedures to which the Law on public procurements, brought a total of 23 legal entities from the territory of Serbia to a privileged position, thereby obtaining benefits for them and at the same time causing damage to the public company 'Elgas' in the total amount of 4.667.499,64 dinars", the statement added.
The Prosecution notes that there is a suspicion that Cicmil was helped in this by: ZM - a commercial manager in the Public Enterprise 'Elgas' Senta, MP - an advisor for commercial affairs in this Public Enterprise, as well as IM - the owner of an entrepreneurial shop, GT - the director of the Youth Cooperative from Srpska Crnja, MV - the director of a business association, "by establishing business relations with these legal entities on behalf of the public enterprise 'Elgas' Senta through a direct contract, without providing competition, by sending fictitious invitations for the submission of offers to related legal entities with the selected most favorable bidders and non-transparent spending of public funds, thus obtaining benefits for 18 suppliers of this public company in the form of concluding business relationships with a total value of 16.277.221,12 dinars, while for 5 suppliers, he obtained illegal property benefits in the amount of 4.667.499,64 dinars," the announcement reads.
All those arrested were ordered to be detained for up to 48 hours.
