Vladan Đokić was supposed to meet with the new prime minister on April 23 By Đuro Macuta. Nevertheless, in an open letter to the Prime Minister, he explained that he had received the request of the First Basic Public Prosecutor's Office in Belgrade to provide information on the criminal complaint "filed by Mr. Milos Pavlovic and others".
The application was submitted, as he says, because of "the criminal offense of violation of equality", and it was emphasized that urgent action is expected.
A barrage of criminal charges
Đokić reminded the Prime Minister that this is the second criminal complaint filed against him in a short period of time, on the same occasion and by the same applicants, but with a different legal qualification, which this time is being handled by a different public prosecutor's office.
"The academic community rightly recognizes this action as systemic pressure, with the aim of destabilizing the University and preventing a serious, equal and productive dialogue on getting out of the deep institutional crisis," said Đokić.
He adds that he and the representatives of the University responded to the invitation of the Prime Minister in good faith, in the belief that there is a real readiness to start the process of normalizing the situation in higher education and provide conditions for the end of the school year.
"However, already during the first meeting, it was clear that there is no political will to take the necessary steps: the fulfillment of legitimate student demands, the immediate withdrawal of the unconstitutional Regulation on the norms and standards of working conditions of universities and faculties, as well as the cessation of media, inspection, financial and other pressures on the academic community," the rector pointed out.
He also noted that the University of Belgrade remains consistently committed to equal and institutionally based dialogue, based on mutual respect of all actors.
"Therefore, we invite you and the representatives of the Government of the Republic of Serbia to organize the continuation of the talks during the next week in the premises of one of the University of Belgrade's members, in a wider composition that would include, in addition to the rector, also deans, as well as other relevant representatives of the academic community," Đokić stated in a letter to Macut.
Prosecution: The rector's hearing has not been scheduled
In the meantime, the Prosecutor's Office announced itself, stating in a statement that many people interpreted Rector Vladan Đokić's open letter as meaning that he was summoned for a hearing today, which is not true.
"On March 31.03.2025, 282, the First Primary Public Prosecutor's Office in Belgrade, on the basis of Article 1 paragraph 3 point XNUMX of the Code of Criminal Procedure, sent the Rectorate of the University of Belgrade a request for the provision of the necessary information, which ordered the Rectorate to provide the Prosecution with certain decisions and clarifications about the way the Rectorate works. We emphasize that the First Primary Public Prosecutor's Office in Belgrade has not scheduled the hearing of the Rector of the University of Belgrade, Vladan Đokić, for today, nor any other another date", announced the Prosecutor's Office.
Mazut: It is "non-academic" to declare just-started talks a failed announcement
The Prime Minister of Serbia, Đuro Macut, expressed his disappointment after the Rector of the University of Belgrade, Vladan Đokić, canceled the continuation of negotiations on resolving the crisis at the University, judging that it is "unacademic" to declare the talks that have just begun to be unsuccessful through a press release, and calling on the academic community to return to direct dialogue "without prior conditions".
Macut stated that communication in the academic community should not take place through media releases, but in the spirit of collegiality and mutual understanding.
"To my great disappointment, instead of the continuation of the talks, I received a statement through the media that does not reflect the content of the talks that were held, and with the cancellation of the talks agreed for today. I consider such a way of communication completely unacceptable and non-academic, where the talks that have just started are presented to the public as unsuccessful and where the personally arranged meeting is cancelled. Communication in the academic community should not be carried out by means of announcements in the media, but in the spirit of collegiality and mutual understanding," said the statement of Prime Minister Matsuto.
Despite all that, as added in the Prime Minister's statement, "it will still be a great honor for me to participate in discussions with representatives of the academic community."
"I hope that readiness for dialogue will prevail at the University of Belgrade, without preconditions," said the Prime Minister.
