Students of the Faculty of Law in Niš submitted a criminal complaint against the President of Serbia to the High Public Prosecutor's Office Aleksandar Vučić and the mayor of Niš, Dragoslav Pavlović, because they entered the intensive care hospital where the injured in the fire in Kočani, North Macedonia, were being placed, without authorization and contrary to the rules.
The students announced on Instagram that the subject of the report is "actions that contain a basis for suspecting that criminal acts have been committed, endangering security, unauthorized photography, unauthorized publication and display of other people's files, portraits and videos, and abuse of official position."
The students explained that they decided to take that step because they waited long enough for the public prosecutor, as an independent criminal prosecution body, to recognize his own constitutional and legal duty - to react to the obviously illegal behavior of the holders of the highest state and local offices.
"However, despite the clear and publicly available evidence, the initiation of the pre-investigation procedure did not occur. That is why we, as future lawyers, decided to act in accordance with the law and conscience, and file a criminal complaint," state Niš law students.

They recalled that on March 17, Vučić entered the intensive care unit of the University Clinical Center of Serbia, where the injured in the fire in Sočani, North Macedonia, were treated, and that Pavlović did the same in the military hospital the next day.
"Both visits were organized in the presence of photographers and journalists, although those hospital units are strictly closed, and their privacy and patient safety are protected by law and medical ethics," the publication stated.
According to the students, Vučić said on April 9 that "no one wanted to let him go, but that it was his will."
"They don't have to chase anyone, I entered alone," said Vučić, the students say, adding that this statement is an explicit admission of unauthorized entry into a space with a special access regime.
