The constituent session of the Belgrade City Assembly, which was postponed on February 19 with the SNS and SPS explaining that there was no quorum, has been rescheduled for today. It is still unclear whether the current government will declare that it has a majority to form a new City administration, or whether the elections will be repeated. The opposition is on alert
The President of the Provisional Body of the City of Belgrade, Aleksandar Šapić, has scheduled a constituent session of the Belgrade City Assembly for 10:3 a.m. today. He announced that he would address the public before the beginning of the session and tell them how things are, and that the decision on the formation of the government in Belgrade or the holding of "new" elections will be made by March XNUMX, when the legal deadline expires.
On the agenda is the election of the verification committee for the confirmation of the mandate and confirmation of the mandate of councilors of the Belgrade City Assembly, as well as the election of the president and deputy president of the Belgrade Assembly, the Information Secretariat announced.
In addition, on the agenda is the appointment of the secretary and deputy secretary, as well as the proposal for a decision on the election of members of the administrative-mandate committee of the City Assembly.
The constitutive session, until the election of the President of the Assembly, is chaired in accordance with the Rules of Procedure by the oldest present candidate for councilor who has been assigned a mandate.
The opposition will prevent the implementation of "election theft".
The candidate for mayor of Belgrade in the elections on December 17 of the coalition "SRB against violence" and a member of the Provisional City Authority Dobrica Veselinović is a guest in on the show Dan Live on TV Nova S said that the Serbian Progressive Party wanted to show after the "stolen elections" that they can form a majority in Belgrade with the Socialists and the "We - Voice of the People" Movement.
"Now that 'We - the voice of the people' has split, the purchase of another councilor from that movement would represent a double alteration of the will of the citizens, and I hope that SNS will not do that, because that would deepen the political crisis," he said.
However, if the SNS declares that it has a majority and tries to form a government in Belgrade, Veselinovć says that this will not happen.
"If the SNS has a majority, we will prevent the session because it is a violation of the electoral will of the citizens." It will be a democratic resistance and we will show the citizens what it looks like. We have a spectrum of tools, capabilities and performance that we will use tomorrow. Believe that tomorrow 50 of us will clearly send a message through our actions that we do not allow this. We will respect the institution we are in, but believe me, we have a plan. And we will succeed in our intention," said Veselinović.
Vučić has not changed his position.
The President of Serbia, Aleksandar Vučić, said that he has not changed his position that the Belgrade elections should be "repeated" because he wants the Serbian Progressive Party to rule Belgrade with greater legitimacy than it would have if it formed the government with councilors from the disbanded Nestorović camp.
However, says the president of the country whose name was on the electoral list of the SNS, "Serbia must not stand still", some progressives believe that they have a majority in Belgrade and that they should form the government.
Legal procedure
According to the Law on Local Self-Government, the Assembly of Belgrade should be constituted within two months from the announcement of the election results, which expires on March 3, otherwise new elections will be called.
If this does not happen, the President of the National Assembly is obliged to call for new elections within one month, and the elections must be held within 45 to 60 days from the date of calling the election.
The President of the City Assembly is elected on the proposal of at least a third of the councilors, and in order to be elected, it is necessary that the majority of the total number of councilors vote for him by secret ballot.
After the election of the President of the City Assembly and the Secretary, the deadline is one month to elect the Mayor of Belgrade.
If this does not happen, the Assembly is dissolved, and the President of the Serbian Assembly should call for elections within two months, and 45 to 60 days should pass from the day of the call to the day of holding them.
The President of the Serbian Parliament has not been elected yet.
