"The curt official announcement of the Ministry of Interior that the police did not use the sound cannon because they supposedly 'do not use illegal means' is absolutely insufficient," said lawyer Rodoljub Šabić.
Lawyer Rodoljub Šabić assessed on Sunday that it is necessary to clarify all the circumstances under which he is in an independent investigation without delay March 15 "recklessly, with a great risk to the safety and health of citizens", illegal technology was used - sound cannon.
"The terse official announcement by the Ministry of Internal Affairs (MUP) that the police did not use a 'sound cannon' because they supposedly 'do not use illegal means' is absolutely insufficient," said Sabić, president of the Civil Committee for the Protection of Human Rights Defenders and former commissioner for information of public importance, in a written statement.
Šabić stated that the public and citizens have already faced similar attempts to shirk responsibility.
"In several situations in the past few years, the circumstances indicated the intensive application of some other technologies that are not permitted by law with the implied high risk, that is, the violation of the constitutionally guaranteed rights of citizens." We are talking about means or technologies, such as the so-called intelligent video surveillance, and biometric processing of personal data or equipment for interception and jamming of communications, i.e. for illegal wiretapping and locating," he added.
Although the official answer was that "the police do not use illegal means and technologies", the facts from reliable domestic and foreign sources confirmed that the MUP certainly procured such illegal means and technologies and apparently used them intensively, Šabić said.
Even if, as he added, one would start from the unlikely assumption that the police did not cause this incident, all the more it is their completely indisputable obligation to determine who did, to discover the actors and prosecute them.
"It is inadmissible for the police to try to remove responsibility from themselves while calmly tolerating the possibility that some para-police, criminal, party or any other structures may possess and use prohibited technologies, the use of which poses a risk to the health and safety of citizens," emphasized Šabić.
According to him, since doubts have already been publicly expressed about the type and origin, as well as the method of procurement of that technology, it is necessary for an independent investigation to clarify all the relevant circumstances in connection with it and ensure the prerequisites for the responsibility of all actors, starting from the illegal disposal of budget funds for the procurement of equipment whose use is prohibited and ending with the concrete application at the meeting in Belgrade.
