Bosnia and Herzegovina is at a sort of crossroads of survival. Will he become a deceased or a colonel
Will it judgment to the entity president mean the end of the state of Bosnia and Herzegovina, as Milorad Dodik announced before its declaration? Will judicial and police institutions rise above political interests and serving those who brought them to those positions - political parties - and finally become professionals? Whether and how Republika Srpska will declare independence or remain within Bosnia and Herzegovina, and lead a "constructive and open dialogue" with other partners in the state, are questions that occupy not only the Bosnian, but also the world public.
And few know the answer to them, it seems, not even those who have "reached the red line" and set off on a path from which they can no longer return.
Although we should not remain in the phrase "that this is the biggest crisis in Bosnia and Herzegovina after Dayton", it is certain that nothing will be like before. Security agencies assure citizens that the situation is stable, safe and that they have no reason to worry, which in this situation sounds rather unconvincing, especially if it is known that the directors of certain agencies are party soldiers, and that some are on the run in neighboring countries because they abused their position.
How to persuade Dodik to be taken into custody
And there is the biggest mistake in the Criminal Code of Bosnia and Herzegovina, because every suspect must be questioned. Hence, the biggest concern is how to bring Milorad Dodik to the hearing, since he refused to accept the summons of the Prosecutor's Office.
Dodik's legal team advises the prosecutors to pay attention to the fact that German Christian Schmidt has not been confirmed in the UN Security Council. However, even though the officials of Republika Srpska thought that with these actions they would close the Office of the High Representative, Šmit was never stronger. He received support from all relevant international institutions and major powers.
Milorad Dodik did not respond to the BiH Prosecutor's Office at the hearing for "attacking the constitutional order". After showing the invitation to the cameras, he later claimed that he had not received it.
Anyway, the Prosecutor's Office of Bosnia and Herzegovina issued an order to detain Dodik, Višković and Stevandić for questioning. The judicial police of Bosnia and Herzegovina should participate in the apprehension, with the assistance of the MUP of the Republika Srpska and SIPE, the state police agency. The hot potato is in the hands of the members of these agencies, the MUP is in an almost hopeless situation, and it is not easy for the director of SIPA, Dodik's man.
No one can arrest the leaders of RS
The position of the entity's political leadership is that "no one will and cannot arrest the state leadership of Republika Srpska", and the logic is that this entity is not "making any attack on the constitutional order, but on the contrary, it makes decisions to which it has the right according to the Constitution of BiH and Republika Srpska". With the simultaneous writing of a new Constitution, which gives the Republika Srpska the right to "self-determination", association with military alliances of other countries, its own army.
According to the current schedule of tickets, the advantages are on the side of the state of Bosnia and Herzegovina. International support is almost unanimous, with the exception of Serbia, Croatia, Hungary and Russia, and the hope that Trump will overcome the "deep state and relapses of the Biden administration" and side with the Bosnian Serbs.
As a reminder, through the reform of the armed forces, the agreement established that these forces are the only invincible ones in Bosnia and Herzegovina, which is one of the guarantees, albeit a weak one, of its survival. So it is difficult to expect that in the thirtieth year of the anniversary of Bosnia and Herzegovina, it will experience disintegration, even if those who set out to break it up did so under the guise of fighting for peace, stability and a guarantee of security.
Rattling such laws, denying state judicial institutions, but not all of them, tightening the noose around the neck, are anything but what the citizens are convinced of by their leaders.
