Pink and Happy televisions, according to the report of the Regulatory Body for Electronic Media (REM), had a children's program in the first three months of this year. writes the Center for Investigative Journalism, pointing out that for years those televisions have not fulfilled their obligations from the elaboration on the basis of which they received the license because they did not have children's, scientific-educational and cultural-artistic programs.
At last week's session of the Committee for Culture in the Parliament of Serbia, the head of the Supervision and Analysis Service of the Regulatory Body for Electronic Media (REM), Stevica Smederevac, said that now everything is fine and that these two televisions "have fulfilled all their obligations according to all parameters". .
According to the report he submitted to the Board members, Pink and Happy now have a children's program.
However, what Smederevac did not say was that the children's programs recorded by REM were actually live inclusions of reporters and guest appearances on morning programs, according to CINS.
As a children's program on Hepi, REM marked the presentation of a children's book, broadcast at five in the morning, which lasted a little longer than 15 minutes.
It is about the collection of songs "Songs that swallows bring", which was published, as it was announced on Hepi, by the multimedia personality Mirjana Maksimović, stage name Madam M. Pink Television solved the mandatory broadcast of content intended for children and minors by including it in the morning program.
In the period from January to the end of March this year, Pink devoted about 18 minutes to the children's program.
According to CINS, the reporter of Pink's morning program called from the children's theater "Pinocchio" and the "Snail" Theater, where future plays were announced.
Likewise, as a children's program, REM counted the inclusion in which a conference on financial literacy of young people was announced, as well as a conversation with the spokeswoman of the Belgrade Philharmonic, who talked about the students' visit to this institution. These inclusions were broadcast in the period from 7 to 11 in the morning.
Smiljana Milinkov, head of the Department of Media Studies at the Faculty of Philosophy in Novi Sad, tells CINS that the children's program must be specifically indicated, that it has an announcement and exit peak, so that it is known that it is a children's program.
"If it is part of a news show or a morning program, it is not specifically intended for children," Milinkov emphasized for CINS. By the way, REM's Monitoring and Analysis Service has noted in its reports for years that Pink and Happy have no children's and minors' programs, as well as neither scientific-educational nor cultural-artistic programs, CINS visits.
Thus, according to the report from 2020, it is stated that the programming structure of these two televisions is largely not in accordance with the elaboration on the basis of which they received the licenses, as well as the rulebook that determines the criteria for issuing that license, CINS agrees, stating that, despite such evaluations it did not consider revoking the licenses of Pink and Happy TV.
