"Serbia must return to the European path," the commissioner said in an interview with European Newsroom, and that Brussels "demands almost the same from Serbia's officials as the protesters" on its way to the EU.
Opening of new clusters only with reforms
Serbia's path to the European Union began 11 years ago, when negotiations were officially opened, and so far 22 out of 35 negotiation chapters have been opened.
For more than three years, however, no chapter has been opened. The process of joining Serbia to the European Union has come to a complete halt.
Marta Kos now says that the opening of new clusters will be possible if Serbia implements the reform of the electoral law, forms the Regulatory Body for Electronic Media (REM) and fulfills certain points from the "non-paper" from December last year.
"If Serbia fulfills that, then of course it will be possible to move forward and open a cluster," said Kos.
When asked whether Serbia can expect the opening of at least one cluster this year and when she will receive a progress report, Kos replied that during her meeting with EC President Ursula von der Leyen and Serbian President Aleksandar Vučić in March of this year, it was agreed that Serbia would implement two reforms.
She explained that the opening of the cluster depends on the Serbian Government and Parliament, where the laws should be adopted.
"If it is positive, we will go to the Council. The President of Serbia, Aleksandar Vučić, promised that Serbia will fulfill it, and we sincerely hope that he will," she explained.
The EU is also talking with civil society organizations, it asked Vučić to help them be included in the EU accession process, reports RTS, referring to Tanjug.
Vučić's regime, on the contrary, is leading a campaign against non-governmental organizations, accusing them of being involved in a "colored revolution" whose goal is the collapse of Serbia.
Kos says that the Serbian authorities are expected to work on "respect for the rule of law, the fight against corruption and transparency in public procurement".
He expects the new Government of Serbia to be pro-European and pro-reform.
Kos about Bosnia and Herzegovina
Apart from Serbia, the European Commissioner for Enlargement announces that she should also visit Bosnia and Herzegovina, stating that the EU is aware of the institutional and political crisis in that country.
When asked whether a balanced approach can be ensured in the EU enlargement policy towards the Western Balkans on the one hand and Ukraine and Moldova on the other, Kos explained that the new dynamics apply to all candidate countries and emphasized that she would not talk about balance, because it is a process based on merit.
"But what now has a positive effect on the candidate countries from the Western Balkans compared to Moldova and Ukraine is that there is a new dynamic, a new vision of the EU to speed up the accession process," said Kos.
Negotiations with Montenegro they could, he says, be closed as early as the end of 2026, after which a year or two is needed for the ratification process. Albania wants to finish the negotiations by 2027, which means that it could become a member of the EU by 2030, reports RTS, referring to Tanjug.
