Siniša Mali disobeyed the Law on the Prevention of Corruption during a guest appearance on Happy and Prva televisions in early November by "using the meetings he had as the Minister of Finance to promote the political party of which he is a member", according to the decision of the Agency for the Prevention of Corruption, which "Time" has an insight.
Although the director of the Agency issued a decision on November 17 "reprimanding" Mal to comply with the law in the future, that decision was delivered electronically only this Thursday (February 8), when both the campaign and the elections had long passed.
Mali was also reprimanded because he appeared in a party "spot" broadcast in Dnevnik Radio-television Serbia (November 13), where he announces that pensioners will receive 20.000 dinars each, and was signed only with his first and last name.
Thus, according to the Agency, it is not clear to the viewer whether they are being addressed by a minister or a party official.
This violated Article 50 of the Law on the Prevention of Corruption, which states that a public official must make it clear whether he is acting as an official or a member of the party, that is, he must not use public office for the purposes of party propaganda.
The agency doesn't watch television.
Zoran Gavrilović from the Bureau of Social Research (Birodi), who submitted the report on Mali's account and waited for this answer for almost three months, tells "Vreme" that it is bizarre to publish the answers so late.
"A system of impunity has been established because the Agency is waiting for someone to send it a report," says Gavrilović, adding that the Agency contributes to the country's desperate ranking on the corruption perception index published by Transparency International.
As he says, not only does the "reprimand" of public officials not have much effect, but the Agency for the Prevention of Corruption does not seem to follow the media and the campaign at all, nor does it cooperate with REM, which is obliged to do so.
There is practically no effect of the whole story - Minister Mali was "warned", the public found out about it months later.
At the same time, Mali's transgression is identical to that of numerous other officials - and nothing to anyone.
