According to international documents, including the UN Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights (ICCPR) and the European Convention on Human Rights, Serbia is obliged to guarantee its citizens the right to peaceful assembly and expression of opinion. The use of coercive means that may cause lasting health consequences in peacetime circumstances constitutes a serious violation of these norms.
And also:
Article 25 of the Constitution of Serbia, which guarantees the protection of the physical and psychological integrity of citizens, i.e. prohibits torture, inhuman or degrading treatment or punishment.
Common Article 3 of the Geneva Conventions of 1949 and the additional Protocol of 1977 prohibit collective punishment within a state, the use of weapons that lead to the violation of bodily integrity and mutilation, cruelty and torture of persons not participating in armed conflicts.
