Kosovo President, Vjosa Osmani, issued a decree on Friday on dissolution of parliament, announced KoSSev.
At a press conference, Osmani said that the failure of MPs to elect a president on Thursday night pushed Kosovo into new elections.
"This situation was completely avoidable. It is a great misfortune that those representatives did not choose the interest of the people," she emphasized, calling them irresponsible people "with dangerous intentions."
"Nobody should wish for another political cycle now, especially at this moment when the country needs stability. But irresponsible people with dangerous intentions have brought the country to this point," Osmani believes.
She reminded that the Constitution clearly states that the mandate of the president ends on Thursday at midnight, recalling also Article 86 of the Constitution, which stipulates that a new president must be elected no later than 30 days before the end of the mandate of the current president, and her mandate ends on April 4.

"This means that March 5 was the constitutional deadline for the Assembly to elect a new president. This deadline expired last night at midnight. So, we are not dealing with a political debate. We are dealing with a clear constitutional fact. The Constitution was not written for interpretations that relativize its weight. It was written to guarantee the functioning of the state, not procrastination and dysfunction."
She referred to interpretations that the president can be elected within 60 days after the start of the proceedings in the Assembly. According to her, the consequences are clear.
"The Constitution clearly provides that an Assembly that fails to elect a president cannot continue to drag out the process indefinitely, as is being attempted, but faces a clear constitutional mechanism leading to its dissolution. Furthermore, Articles 82 and 86 must be read together. Even the Constitutional Court itself emphasized that constitutional norms are interpreted together, not in isolation."
That, she pointed out, means that even though the procedure for electing the president can start 60 days before the deadline, it cannot be postponed, but must be completed no later than 30 days after the end of the current mandate, which in this case means March 5.
