No public discussion is scheduled for the Urban Project for the Belgrade Fair, whose investor is Belgrade on Water. Only public viewing is foreseen, which means that it can only be viewed but not commented on. And that, only for a week, because the Urban Project of the Belgrade Fair is open for public inspection only from October 26 to November 1.
The association "Naša mesna zajednica" points out that in this way there was no possibility for citizens to submit objections to the urban project, and the possibility of submitting amendments that would reject the urban project.
"Thus, the public is almost completely excluded from deciding the fate of the Belgrade Fair because the opinion and will of the citizens are obviously irrelevant and superfluous," the association's announcement reads.
They also prove that this entire Urban Project is illegal.
"Although the Law on Planning and Construction allows the possibility to create an urban project at the request of an investor, in the case of the Belgrade Fair, such an urban project is illegal because all the plots covered by it are public property, and therefore Beograd na vodi doo cannot have the status of an investor ."
Also, this project has been prepared and is now awaiting approval, even though the Detailed Regulation Plan (PDR) was not previously prepared.
Namely, the General Regulation Plan, which is a higher order plan, foresees that a Detailed Regulation Plan will be drawn up for the Belgrade Fair area. That plan was not completed, and yet, the investor Belgrade on the water ordered the development of the project, which is the lowest on this scale, and must be harmonized with the previous two.
"This means that the urban project could be done solely on the basis of what is provided for in the Detailed Regulation Plan, including subdivision. "Since the mandatory detailed regulation plan has not been completed, the adoption of such an urban project is illegal," said the association.
Then, they warn from "Our local community", the urban project includes plots that are protected.
According to the Government's decision from March 2009, plot 11114/1, where parts of Halls 1 and 2 are located, as well as plot 11127/1, where parts of Halls 1 and 4 are located, are protected.
The Urban Project overcame this obstacle by reparcelization, which, according to the association, "halved the area of the protected plots on which the cultural monument of Hall 1 of the Belgrade Fair, as well as Halls 2 and 4, is located."
They point out that "the proposed redistribution of plots would endanger Halls 2 and 4".
"If this urban project is adopted, the conditions will be created for the demolition of the Belgrade Fair, the expansion of Belgrade on the water and the relocation of the Belgrade Fair to Surčin as part of the Expo 2027 project."
They also remind that "in addition to the world-famous Hall 1 of the Belgrade Fair, Halls 2 and 3 are not only an extraordinary architectural achievement, but also a construction achievement that cannot be repeated, that is, an older, more beautiful and more advanced Belgrade Fair cannot be built." The specific technique used for the construction of Halls 2 and 3 has remained unsurpassed to this day, so the demolition of these two halls would cause incalculable damage and represent a great loss for our cultural, architectural and construction heritage. That's why we appeal and demand from the Government of the RS to immediately return protection to the entire Belgrade Fair complex."
