By the end of November, the preliminary results of the population census will be known, which means how many children live in Serbia. Demographers expect there to be fewer of them here than at any time since World War II. This result is greatly influenced by poverty.
According to the latest research, every fourth child in Serbia is at risk of poverty.
In Serbia, only every fifth child receives child allowance, 3.569 dinars per month. In this regard, the Fiscal Council proposes changes.
In order for every third child in Serbia to receive child allowance in the future, in order to increase the monthly state aid to children to 4500 dinars, and to increase the number of those who receive this financial aid from 245.000 to 415.000, it is necessary to allocate from the budget approx. 14 billion dinars more than now.
In the report of the Fiscal Council, it is written that this "reform would reduce the poverty rate of children to 19,1 percent, which would be a lower poverty rate than the general population (21,7 percent)."
The basic task of child allowance is to help parents in a difficult financial situation in raising their children.
It was determined that only families whose monthly income per household member does not exceed 10.707 dinars, i.e. 13.920 dinars in the case of a single-parent family and 12.894 dinars in the case of children with developmental disabilities, receive child allowance. In translation, this means that a family of three whose monthly income is 33.000 dinars has no right to a monthly allowance.
The new Government is waiting to think about this proposal of the Fiscal Council, and the proposal of the new budget. The Ministry of Finance said that the budget for the next year will be developmentally and socially oriented.
