The main criticism refers to the fact that Montenegro is sending an envoy to the Croatian celebration, while at the same time allegedly ignoring the commemorations of the Serbian victims.
The President of Serbia, Aleksandar Vučić, strongly condemned this move, pointing out that "official Montenegro participates in the celebration of the Storm and celebrates with the Croats the crimes against the Serbs."

"The Government of Montenegro, the official Montenegro, participates in the joy, in the celebration of the crimes committed against the Serbs, celebrates together with the Croats, and the Government of Montenegro did not send anyone to mark the commemorative memory of the martyred Serbs in Mrkonjić Grad," Vučić told RTS, commenting that the charge d'affaires at the Embassy of Montenegro in Croatia will attend the 31st anniversary of Operation "Storm" in Knin.
He added that such a decision of the Montenegrin Government is "just the beginning" because there will be more such decisions in the future, as well as that the Serbs "naively believed" that changes had come in 2020 that would mean a different attitude towards Serbia and the Serbian people.
"Things will get worse and worse and we should not be surprised by that, but with that we have to show even greater respect to the Republika Srpska, to our people that we need to support in Montenegro, who are desperate because of this," said the President of Serbia.
