"The idea of the whole action is to turn the students into thugs," former police commissioner Božo Prelevic told Vreme. "Although it is completely obvious that students and violence are not compatible, and that the student rebellion is characterized precisely by the avoidance of violence, the government, when necessary, uses illegal and unnecessary means of coercion."

This unit of security guards was formed when students blocked three bridges in Novi Sad, and called them "Beavers", as a counterpart to the Cobras that guard the president of the country.
