This year marks the 100th anniversary of the death of Franz Kafka, whose novels, for example in To the process, an inexorable force turns a living human into a mechanical device and then "winds" it up at its own will.
In 1901, Australia devised the "dictation test" whose purpose was to prevent "non-whites" and other "undesirables" from entering the continent. The police would dictate something to the ineligible migrants in an arbitrary European language, and when the unfortunates did not write properly, they were taken to forced labor or deported. Migrants arriving in Australia today also find themselves at the mercy of border authorities, now armed with almost incomprehensible regulations designed to get rid of Australians as soon as possible.
