In the clutches of legal vulture

With a request for access to information of public importance, a person asks an elementary school in the interior of Serbia to provide data on how many balls they have in the gymnasium (the case is actually recorded), to send the documents by mail, but also to enable them to view them on the spot. School employees send them the documentation, convinced that there is no need for inspection. The requester of information then hires a lawyer who initiates an appeal procedure before the Commissioner because he was not allowed access. The commissioner must act on the appeal and order the public body (school) to pay the attorney's fees, but also to allow inspection. The information seeker is not interested in the insight, so when the insight is scheduled, he does not appear on it. The lawyer's fee is 49.500 dinars per case.
