To achieve a dramatic increase in aid and services, Fletcher said several conditions needed to be met, including the continued entry of nearly two million liters of fuel per week, the provision of gas for kitchens, the protection of aid workers, easier access to non-governmental organizations, adequate funding and the opening of new border crossings.
