The construction project of the National Stadium in Surcin received a construction permit for the first phase of construction last week. Three months before that, the foundation stone was laid, thereby preempting all the necessary paperwork. Meanwhile, the state takes new loans every hour for this project
The construction permit for the first phase of the construction of the National Football Stadium with accompanying facilities, which includes the execution of preparatory works, earthworks as well as works on the foundations (piles, foundation slab and installations under the slab) was issued last week, it is learned The new economy.
The estimated value of the works, as stated in the decision, amounts to 3,94 billion dinars, that is, about 33,6 million euros, and the Ministry of Finance is listed as the investor of the project.
The decision also explains that the Law on Special Procedures for the Realization of the International Specialized Exhibition EXPO 2027 stipulates that, for the construction of buildings within the scope of the Spatial Plan of the Special Purpose Area of the National Football Stadium, building permit decisions can be issued in phases.
This is allowed due to the "complexity of the object and the technology of the works", and at the request of the investor, writes New Economy.
Stadium along seven pitches
The first phase, for which a special construction permit is issued, concerns the digging of foundations, including the installation of piles, while the second phase includes the construction work of the National Stadium itself.
Previously, at the end of June, the Ministry of Construction issued location conditions for the phased construction of the National Stadium (with accompanying facilities), which will be spread over seven cadastral plots of the municipality of Surčin.
This document shows that the total area of those plots is 314.069 square meters.
The total gross developed construction area of the above-ground part of the stadium is 155.908 square meters (without the external podium), ie 173.281 square meters with the external podium.
The maximum height of the planned building of the National Football Stadium is 60 meters, it is added in the location conditions.
Cornerstone preempted building permits
And there would be nothing strange in all of this, if the foundation stone had not started to be laid on May 1, more than three months before obtaining the permit.
The construction of the National Stadium in Surčin began on Labor Day with an accompanying ceremony where President Aleksandar Vučić placed a soccer ball with the signatures of legendary players.

National credits for the National Stadium

It is a dinar loan, and Serbia will borrow at an interest rate equal to the three-month belibor plus a fixed margin of 2,9 percent per year. The loan repayment term is 11 years, with a grace period of three years.
Old debts for new projects
Serbia last fall already borrowed from Poštanska Štedionica and Unikredit Bank for the construction of the line infrastructure to the National Stadium. With both of these banks, Serbia will be able to withdraw 11,2 billion dinars, that is, 24 billion dinars, which is a total of around 190 million euros.
From the amount contracted with Poštanska štedionica by the end of March of this year, Serbia withdrew about 8,2 billion dinars, while until the end of that month it did not withdraw the funds contracted with Unikredit Bank.
Project price bidding
The construction project of the National Stadium became more and more expensive year by year despite the fact that the necessary feasibility and justification studies were not prepared.
The price of the stadium has been auctioned since 2015, when it was announced. The price was 150 million euros, already in 2018 the value jumped to 250 million, although the construction has not even started yet, he writes Insider.
In the budget for 2024, the National Stadium is mentioned in four places. 360 million euros are planned for the construction of urban infrastructure and the national stadium with access roads.
Then, 190 million euros will be allocated from the budget for the construction of line infrastructure and supporting contents within the stadium.
