The area of the Belgrade Fair, the Terazijska terrace park, but also the Čukarički backwater will become "Belgrade on the water" with the newly adopted Spatial Plan, which "Vreme" has already widely warned about. The area of the former NIS reservoirs, the corridor of the Topčider river, as well as part of the area on the left bank of the Sava in New Belgrade are part of the plan.
The adoption of the spatial plan also allows to enter the procedures of obtaining building permits and the start of the construction of the planned facilities.
Adopted regulation
It was published in the Official Gazette on October 6 Regulation on Amendments to the Regulation on Establishing the Spatial Plan areas of special purpose for the development of part of the waterfront of the city of Belgrade - the area along the Sava River for the Belgrade on Water project. The regulation was adopted by the Government of Serbia.
After the latest amendments, the boundaries of this plan include 328,96 hectares. That is, the scope of the spatial plan has been increased by about 150 hectares, because before the last changes and additions, it covered an area of 177,27 hectares.
The spatial plan of Belgrade on the water includes the area on the right bank of the Sava River. That is, the area between Branko Bridge, Karađorđeva Street, Savski Square, Savska Street, Vojvode Mišić Boulevard and Šećerana (municipalities of Savski venac and Čukarica).
The second part included in this spatial plan is the area on the left bank of the Sava River, between the Ada Bridge, Vladimir Popović to Mihajlo Pupin Boulevard, the Old Sava Bridge, and the planned extension of Zoran Đinđić Boulevard to Milentija Popović Street (New Belgrade Municipality).
Added seven urban units
In the previous version, the spatial plan had six urban units. And now seven more have been added.
Among other things, urban unit 7 is added, which includes the space Belgrade Fair. Since the Belgrade Fair is moving to a location in Surčin, within the area of the National Football Stadium and EXPO area, a "transformation" of the area where the fair is now located is planned.
It is clarified that the central part of the complex, Hall 1, will have a new function - as a protected cultural object.
The rest of the main complex of the Belgrade Fair is planned as a complex for public purposes for the needs of education, health, social protection, culture and other public facilities. It's about halls 2 and 3, which were decided to be preserved during the consideration of the spatial plan amendment proposal.
Residential purpose on the area of the NIS reservoir
Urban unit 8, which was added to the spatial plan, includes the area where the NIS tanks were once located. As he writes, with their "inadequate purpose, they violated the area of natural and cultural values".
The plan envisages the remediation of the land and the realization of predominantly residential purposes with accompanying facilities.
Terrace terrace
Urban planning unit 9 includes blocks in the "contact" area of the Belgrade on the Water project. The blocks in question are from Karađorđeva Street to Terazija Terrace (48, 49, 50, 51, 52, 53 and 54). As well as the block between Mihailo Bogićević, Gavrilo Princip, Lička and Karađorđeva streets (55–56).
"These blocks are planned to form a high-quality urban framework along Karađorđeva Street and an aesthetic visual breakthrough from Terazija Terrace across Karađorđeva Street to the Sava River." Aesthetic visual penetration will mean the demolition of part of the building in order to create a large park.
Reconstruction of the Terazijska terrace park
The document states that the preservation and improvement of the Terazijska terrace park, on an area of approximately 10.949 square meters, is planned.
The Terazij terrace includes a part of the Sava ridge that stretches from the Moskva and Balkan hotels in a gentle slope to Karađorđeva street, opening up the view towards the river.
"Despite the very early recording of the urban planning potential of Terazija Terrace, the implementation of several solutions (Alban Šambon, Đorđe Kovaljevski, Nikola Dobrović) was not implemented. A more modest green area was temporarily arranged," the spatial plan states.
The arrangement of this park, as it is written, represents "the beginning of a significant breakthrough, which achieves the visual and functional connection of Terazija Terrace and Karađorđeva Street with a green corridor along Kamenička Street."
This will enable the descent to the river and the direct connection of the coast and the Belgrade Ridge, which has already been worked out through the existing planning documentation.
Mixed centers on the left bank
Unit 10, which was added to the plan, includes the part on the left bank of the Sava River, i.e. the blocks. Practically speaking, we are talking about the area from the Gazela bridge all the way to the area around the new railway bridge.
It is estimated that this unit is a typical brownfield location, with an attractive location. And that it is (currently) occupied by inadequate economic activity (gravel pits, concrete bases). It is planned that this part will have mixed city centers (combination of tourism and business), and public green areas.
Hundreds of comments
During the period of public review of this draft plan, 10.386 individual objections and two citizen petitions were submitted to the Agency for Spatial Planning and Urbanism.
The public session regarding the amendments to this plan was held electronically at the end of July this year, for a record duration of 11,5 hours. Most of the discussion took place around the area of the Belgrade Fair.
At the beginning of September, eKapija reported that the Commission for the procedure of conducting a public review for changes to the spatial plan made, in a closed session, the conclusion that the basic complex of the fair (which includes Halls 1, 2, 3 and the administrative building) will be defined as a complex for public purposes.
At the closed session, the conclusions were confirmed, accepting the objections of the citizens of block 57 on Savski trg, who complained about the planned construction of an above-ground garage, as well as the residents of block 58, by giving up the mixed business use of this space. Blocks 57 and 58 will be left out of the spatial plan changes for the Belgrade on Water project and will be treated on the basis of the appropriate general regulation plan, that portal wrote.
