Plenum of employees of the National Library of Serbia he started petition with a request for an immediate suspension of construction underground three-story garage in Skerlićeva Street, which endangers over five million items of library material.
In the explanation of the reasons for starting the petition, it is emphasized that the construction of a three-story underground garage with a capacity of 350 parking spaces takes place in a zone of exceptional cultural, historical and institutional value. The proximity of the library depot, where over five million items of library material are stored, including the most valuable copies of Serbia's written heritage, is particularly problematic.
The construction of the garage not only threatens the static stability of the building, but also the microclimatic conditions inside the depot, which is crucial for the long-term preservation of archival and library materials. Employees also warn of the risk of water intrusion and ground subsidence, as well as potential damage to the existing heating system, which is fed through an underground tank that is also located in the threatened zone.
They say that the garage construction project was not implemented in consultation with the National Library of Serbia, nor was official consent requested from the institution. The petition emphasizes that this approach shows ignoring the cultural significance of the location and disrespecting the status of the National Library as a cultural monument, but also as the central state library.
One of the key arguments against the garage is the environmental aspect. Over 700 vehicle entries and exits per day are expected, which carries the risk of increased air pollution, noise and, in the most severe scenario, the risk of fire - all this in the immediate vicinity of the depot and an area where a large number of people work and visitors come.
There are also the conditions for the preservation of paper materials, which require a strictly controlled microclimate.
They also say that the protection plan in the event of an accident, fire or earthquake is not known to the public at all, nor has it been presented to the professional public for inspection.
At the same time, the NBS Plenum states that during the works so far, the entrance plateau of the National Library, as well as the access parking lot, have been destroyed, which significantly hinders the arrival of vehicles for the delivery of books, as well as the possibility of intervention by fire and emergency services.
The original staircase and curbs of the building were demolished - although the building is protected as a cultural monument and represents one of the most significant achievements of Serbian modernism. The surrounding green belt was also destroyed - all the trees around the building were cut down.
It is planned that the underground garage in Skerlićeva will be completed in 2027.
