The General Staff is on the list of the seven most endangered cultural monuments in Europe for 2025, Europa Nostra announced on March 18.
The "7 Most Vulnerable" program has become a key civil society initiative dedicated to the protection of endangered European heritage, acting as a catalyst for mobilizing experts, stopping unsustainable development projects and/or securing the necessary public and private support, including funding. Each locality on the list qualifies for a grant - EIB Heritage Grant in the amount of 10.000 euros, intended to support the implementation of the agreed activity that will contribute to the preservation of the monument or locality.
This year's list includes three cultural and natural heritage sites – Nyborg Castle, Monemvasie Castle and Victoria Gardens in London – which are threatened by the construction of invasive new buildings and inadequate development projects; two modernist buildings - the General Staff complex in Belgrade and the Valhalla swimming pool in Gothenburg - which are under immediate threat of demolition; and two religious sites - the monastery and settlement of Arakelots, as well as the Great Synagogue in Orla - which are endangered due to neglect or lack of financial resources.
Explanation
In the explanation of the Advisory Panel, the following is said about the General Staff:
"The immediate threat of the demolition of the General Staff complex and its replacement with a new inappropriate construction project should be prevented both in the interest of Serbia and in the interest of the whole of Europe. Instead, the authorities in Serbia should start an extensive consultation with experts and civil society about the future conservation project and the possible adaptive repurposing of this modernist ensemble, recognizing its multifaceted importance for cultural heritage, based on the European vision, values and best practices, as provided for in the article 7. The Faro Convention on the Value of Cultural Heritage for Society, which Serbia signed and ratified.
By preserving the modernist complex of the General Staff in Belgrade, Serbia would confirm its commitment to the preservation of cultural heritage, which represents an important resource for connecting people through a fair and harmonious approach to the attributes of history, identity and a sustainable future."
