The principle is fast, simple and effective and does not require much energy: you set up barricades on the street in the neighborhood, you block the street until the police intervention unit appears. When they order you to take cover, you move aside, all in the spirit of non-violent protest. If they stay longer, you can go home and watch them through the window. You wait for them to leave, then you set it up again barricades and you block a street or an intersection. Like a game of cat and mouse, only in which the mouse has the initiative and always gets the cat, which symbolizes force.
The people of Zemun demonstrated how it is done.
If this is done in a city at the same time in several dozens of locations, hour after hour, all day, every day, half the city will be constantly blocked. The police will disperse in all directions, and if the citizens are persistent, they will simply be outplayed in the end.
Formed civil assemblies can easily coordinate the timing of barricade placement.

What can the police do?
Police must issue a loud warning before using force. The police should not make arrests if citizens follow orders. The most that someone can "drink" in that case is a misdemeanor charge.
There is also the possibility of lying down on the asphalt in front of the police, so they have to carry you. This tactic was used by environmental activists all over Europe.
This type of non-violent protest belongs to civil disobedience.
If the citizens join the blockades en masse, the police in the end, even if they receive such an order, will not be able to arrest everyone.
Political benefit
The political benefit of such actions for all opponents of Aleksandar Vučić's regime is that the pressure on the authorities is constantly maintained. At the same time, the credibility of the President of Serbia, who has already declared victory over the "colored revolution" four times in four months, would drastically decrease.
And so until the extraordinary parliamentary elections are called and Pionirski Park, which was occupied by the criminogenic groups that the government keeps on a leash, those that the SNS has in its grip and those that defend their privileges, is freed.
