It happened, roughly, in this order.
When asked if the Serbian police have a sound cannon, the Minister of Force replied that they do not. Then he said that he did, in fact, own it, but that we didn't quite understand him when he said yes ne possesses. Therefore, when Dacic says the police ne owns a sound cannon means that he does, in fact, own one. Then he added that the cannon was lying in some cellars, unpacked and covered with hundred-year-old dust and cobwebs, and that it was a failed investment, so that, miraculously, the said cannon (the one that does not exist and which is unpacked) would dawn March 15 on a police vehicle from the side of the National Assembly.
Faced with this circumstance, supported by photographs, the minister admitted that the cannon was mounted on the police vehicle, but that it was not a cannon, but rather a megaphone, just a bit stronger. He then added that the device was not used. It's completely logical: if you mount a non-existent cannon on a police vehicle, you do it so that you don't use it. After all, the minister continued, that would not be according to the law.
What would not be legal? So use the cannon differently than as a megaphone. So a cannon can be used illegally, even though it is a harmless megaphone which is a legal tool, and, after all, our police are not trained for that tool, although they are trained to use it as a megaphone, but, mothers, they are not trained to use it illegally, which, after all, they would not even think of because our police strictly follow the laws, etc., etc. What is not clear here?
Fear of bars
Therefore, the minister is lying. Okay, that's not much of a surprise. But Dacic's entanglement in the kitchens is more than just lying. It is quite clear that it is not easy for Dacic because his freedom is at stake, among other things. Not only survival in power, but also freedom. At the time when his boss, Slobodan Milošević, was deprived of his freedom, and he, after that, sat at the head of the SPS, he was relatively clean - except that no one who was a member of the SPS can be clean - but today he is in a position that could lead him directly behind bars, with some young lions breathing down his neck. Regardless of whether the police (and who else?) used a miracle against the citizens, whether Dacic knew it or not (although it will be important for the judicial authorities), the SPS was a faithful companion and participant in the overthrow of the republic and the Great Robbery during all these years of the dictatorship. Hence this transparent lying.
Between Vučić's hammer and the anvil of angry citizens, Dacić simply does not know what to do. And even less knows what he is doing. His public appearances are increasingly unconvincing, increasingly stuttering, increasingly unintelligent. Even if Dacic does not manage the police effectively - Nenadležni does it - that does not absolve him of responsibility, just as the lady who accepted a formal role in the reconstruction of the Novi Sad Railway Station was not deprived of responsibility, and the real boss was probably Nenadležni himself (through his special operations team).
In other words, Ivica Dacic is in a nasty gap and is now teetering on the edge, waiting to see which way the pendulum will swing, and then, he hopes, he will take care of himself. However, one gets the impression that the silk cord is already around his neck, the only question is who will tighten it: Vučić, Ružić, or the judiciary of free Serbia. Even a skilled survival expert is once turned by luck and circumstances. The only thing is that in the game he plays, there is no chance to fix it.
