Director and owner of the company KFT Senator Treasury GT7 Dva from Subotica Ranko Mimovic sent an irrevocable letter to the chairman of Gazprom's management Alexey Miller for the purchase of the entire ownership of Gazprom and Gazpromneft in The oil industry of Serbia (NIS).
He told the Beta agency that he informed Miller in a letter of his "firm, serious and irrevocable intention" to buy the entire ownership of those two Russian companies in NIS, which own 56,15 percent of the capital.
"In order to ensure the complete regulation of that transaction with valid international regulations, on October 30, 2025, the company KFT Senator Treasury GT7 Dva submitted a request to the Office for Foreign Assets Control (OFAK) at the US Ministry of Finance, for the issuance of a special license, i.e. approval for the acquisition of majority ownership in NIS," said Mimović.
He added that the request was further specified and supplemented on November 24, 2025, and that during the months-long procedure there was intensive communication with OFAK representatives in order to verify documentation on the source of financing, the structure of investors, the status of all participants in the transaction, and the corporate and personal data of investment entities.
The company KFT Senator Treasury GT7 Dva, as Mimović pointed out, with the support of a specialized adviser, responded in a timely manner and completely to all requests of OFAK for the submission of additional documentation and "the subject is in the final stage of consideration and decision-making by the senior management of OFAK".

In a letter to Miller, Mimović stated that he informed Serbian President Aleksandar Vučić and Minister of Mining and Energy Dubravka Đedović Handanović about the intention to purchase majority Russian ownership in NIS.
"The company KFT Senator Treasury GT7 Dva is ready, in accordance with the current legislation of Serbia, to fulfill the reasonable requirements and expectations of the competent authorities of Serbia regarding the future status and functioning of NIS, not only limiting itself to energy stability, business continuity, investment obligations and preserving jobs, but also to the long-term development of the company," stated Mimović.
He added that Minister Đedović Handanović was also informed by letter about the readiness to discuss the development of the NIS company and that he is expecting an invitation to present to her and the highest representatives of the state of Serbia as an investor the strategic, financial and operational capacities and vision of the long-term development of the company.
According to him, possible requests and priorities of Serbia regarding the transaction would be considered in direct communication.
"I claim under full material and legal responsibility that the company KFT Senator Treasury GT7 Dva has financial resources of two billion euros or 2,33 billion dollars for the purchase of the majority Russian share in NIS," said Mimović.
He pointed out that he is ready to conclude the Confidentiality Agreement (NDA - Non Disclosure Agreement) as soon as possible, after which he would without delay begin the implementation of a comprehensive procedure of negotiations on the final structure and text of the contract on the purchase transaction.
"The goal is that, with the cooperation of both parties, the procedure will be carried out efficiently and in accordance with international practice, and that the signing of the contract, if circumstances permit, will be carried out within no longer than four weeks from the date of conclusion of the Confidentiality Agreement," said Mimović.
MOL would buy it if it wanted to.
According to him, if MOL wanted to buy NIS, it would have done so by now.
"MOL's agreement on the purchase of NIS existed while Viktor Orbán was the Prime Minister of Hungary. The current government is not in favor of that purchase, nor does MOL have the funds, and besides, there are problems in Croatia," said Mimović.
He pointed out that, according to unofficial information, MOL wants to close the NIS Refinery in Panačevo after 24 months if it buys NIS, and the Hungarian company's goal is to only get about 400 NIS pumps to sell its derivatives.
"MOL is not interested in the Refinery in Pancevo, which is of vital importance for Serbia, because without it, derivatives on the domestic market would have to be imported," Mimović told the Beta agency.
MOL requested an extension of the deadline
The Hungarian MOL sent the US Office of Foreign Assets Control (OFAC) a request to extend the deadline of 30 days for the completion of negotiations regarding the future solution for the Oil Industry of Serbia (NIS), Minister of Mining and Energy Dubravka Đedović Handanović announced on Wednesday (June 3).
This request comes a few days before the expiration date the deadline for the sale of the majority Russian stake in NIS on June 6, which was set by OFAK.
"This was confirmed to me by the first man of the MOL, Zolt Hernadi. So there is definitely a will on their part to find a solution," Dubravka Đedović Handanović told RTS from Saint Petersburg, where she will participate in the International Economic Forum.
