From public inspection, amendments to the Spatial Plan for the development of the Sava coast, for the needs of the project "Belgrade on the water", can be seen to be in the area Belgrade Fair, with the exception of Hall 1, which will be preserved, are building residential buildings with a height of 70 to 120 meters, it says New economy.

The client of this plan is the company "Belgrade na vodi doo", and the holder of the plan is the Agency for Spatial Planning and Urbanism of the Republic of Serbia, whose director is Đorđe Milić, former assistant to the Minister of Construction, Goran Vesić.
The Spatial Plan area is divided into 14 spatial-functional units, and residential buildings will occupy up to 70 percent of the plot area.

This plan, as stated on her account on the social network X by councilor in the municipality of Savski Venac and activist Sanja Solarević, coincides with previous announcements by the Minister of Finance Sinisa Malog that the Nikola Tesla Museum will be moved there, "instead, as previously planned, in Thermal power plant 'Snaga i svelt' in Dorćol".
Relocation of the Nikola Tesla Museum
As "Vreme" previously wrote, it seems that the Nikola Tesla Museum has been misused because of the interests of Belgrade on the water, that the space in the building of the old "Jugošpede" is intended for it, not because it suits it, but because Belgrade on the water lacks tourists.
The Nikola Tesla Museum is unique in the world because it inherits the largest collection of original objects and his personal legacy, it is also the most visited museum in Serbia, and since its establishment in 1955 it has been located in a villa in Krunska Street, which is only 200 square meters - too small for all that what this museum could show.

And everything would be fine and as it should be, if that new space was chosen for the needs of the museum, and not for the needs of the company "Beograd na vodi d.o.o.", which wanted to have a museum visited by about 170.000 people a year.
"Vreme" wrote earlier that it is also uncertain what will happen to the "Power and Light" Thermal Power Plant building. Experience tells us to wait for it to collapse on its own, or to help it disappear with already tried methods. After that, another hotel or something similar will easily and simply pop up in its place.

In one of the units that includes Savamala and the blocks between Stari Sava Bridge and Karađorđeva Street, the building of the Belgrade Cooperative and Hotel "Bristol" will be preserved, and in the newly formed blocks, which are not part of the area protection system, new buildings will be built.
In the whole, which includes Savski trg and Savska Street, facilities for accompanying public purposes, i.e. a complex of educational institutions, cultural facilities and metro stations will be built.
Within this complex there are also Okretnica, the future center for creative industries "Ložionica" (with a water tower) as well as the cultural monument "Railway Station Building".

In the part that includes the central blocks from the Old Sava Bridge to Woodrow Wilson Boulevard, the construction of tall buildings is planned.
Here, too, there are changes compared to the current plan - so in Block 24, the need and possibility of building an underground public garage under the park is being re-examined.
The fourth unit covers the blocks around the Gazela Bridge, and within it is the Belgrade Tower as the tallest building in the plan. There is also a cultural monument of the Milan Vapa Paper Factory, and the construction of tall buildings and public purpose buildings is planned.

One of the authors of the Declaration on the fate of the Belgrade Fair and the General Staff, architect, urban planner and spatial planner, full professor of the University of Belgrade in retirement and full member of the Academy of Engineering Sciences of Serbia, Borislav Stojkov previously said in an interview for "Vreme" that "the whole undertaking of Belgrade on the water looks illogical, abnormal, against all norms and principles which in my long urban and planning career I have seen or even dared to imagine".
Changes compared to the original plan
What was put as a change compared to the original plan is that "respecting the monument status of the former Milan Vapa Paper Factory, and the planned conversion into a museum space, which requires the formation of an open free space for the needs of traffic services, as well as the creation of an adequate environment for the functioning of the museum space , the planning decision enables the relocation of the planned facility of health and social protection from blocks 28, 29 and 30 to a new location".
On the left bank of the Sava, it is planned to preserve and improve the "Republika Srpska" park and the green areas along the coast, as well as to expand the park from the southwest side.
Hall 1 gets a new function
According to the plan, a public network of traffic areas is planned on the left and right banks of the Sava River.
"Taking into account the relocation of the Belgrade Fair to a location within the area of the National Football Stadium, a complete transformation of the Belgrade Fair area and the creation of a new identity of the space is planned as a continuation of the development of the Belgrade waterfront started with the 'Belgrade on the Water' Project," the plan states.

With this, as stated, the cultural monument Hall 1 acquires a new function as a cultural object.
Dr. Borislav Stojkov said in an interview earlier that Hall 1 of the Belgrade Fair, according to Vučić and his associates, will not be demolished but turned into an opera, ballet and two concert halls:
"That idea has a double role: to blind the eyes of the public, which is appalled by the idea of demolishing the entire Fairgrounds with the exception of Hall 1, and to line up new cultural content projects and include a new opera in one of them, which has been a sensitive topic for decades, which would remove from the criticism of the cultural public. That, in my opinion, is very cheap marketing."
As Sanja Solarević, councilor in the municipality of Savski Venac and activist Sanja Solarević, stated on her X account, the protected plot on which Halls 1, 2 and 4 of the Belgrade Fair are located "has been visibly reduced to include only a narrow area around Hall 1".

She added that the dimensions of the plot from the spatial plan coincide with the graphic part of the urban project that was confirmed by the Ministry of Construction in February of this year, "and by this reduction of the area of the protected plot, the protection was forcibly removed from Halls 2 and 4 of the Belgrade Fair".
Reviving the space by completely rehabilitating the land
Another of the urban units includes the area where the NIS reservoirs were once located, which, as stated, "inadequately damaged the space of natural and cultural values", in the context of the Topčider spatial cultural and historical unit.
The plan envisages the complete rehabilitation of the land and the construction of mostly residential buildings with accompanying facilities that will "revive this area".
A recommendation, but not an obligation, is to plan an Orthodox church on one of the areas. In addition, sports facilities and complexes such as open and closed sports fields are planned. Areas for water sports are planned in the Ada area, that is, sailing and rowing clubs.
