Residents of Zvezdara protested again on Sunday in Bregalnicka Street against the machinations that are being used investor Himmel construction doo in order to get the majority right to use the Beograd bašta park and turn it into a residential building.
Citizens' association Naša mesna zajednica invited citizens to protest on Sunday.
They explain that "regardless of the promises of city planner Marko Stojčić and the former president of Zvezdar municipality Vladan Jeremic that the Beograd bašta park will be preserved as a public green area, the investor Himmel gradnja doo is trying to make it appear that it is the only one with the right to use the plot on which the Beograd bašta park is located and to delete the municipality of Zvezdara as the user of this plot".
"The next step we can expect is for the investor, based on the amended Law on Planning and Construction, to submit a request to turn the right of use into a property right and to become the owner of the land on which the Beograd Bašta park is located and to later build apartments there."
Namely, the Government of the Republic of Serbia determined in July 2024 that it is in the public interest that Belgrade Garden remains a green area. And yet, property and legal relations on that plot have not yet been resolved.
So, already next month, a decision was made in the Cadastre, which divided the large plot on which the Beograd garden park and kindergarten are located into three smaller plots.
"Naša mesna zajednica" states that "before the division, the large plot was state-owned by the Republic of Serbia, and the right to use it was owned by the municipality of Zvezdara and Himmel gradnja doo based on the ownership of two auxiliary buildings with a total area of 38m2. After the division of the plot, Himmel gradnja doo, through an appeal adopted by the Republic Geodetic Institute, succeeded in erasing the municipality of Zvezdar as a beneficiary of the new plot on which the Beograd bašta park is located. At the same time, Himmel gradnja doo got the majority right of use on the plot on which the kindergarten is located, at the expense of the area on which the municipality of Zvezdara had the right to use."
Last week, surveyors were seen in the park, which further worried the residents of Zvezdara, and led them to conclude that even the Government's decision is not strong enough to protect the park from investors.
That is why "Naša mesna zajednica" submitted a letter to city planner Marko Stojčić and the current president of Zvezdara municipality, Mihail Dosković, in which they informed them about these changes in the Cadastre and demanded that they take the necessary steps in order to resolve property-legal relations.
They have not yet received a reply to the letter.
