The cost of building the pavilion on the project is not yet known Expo 2027. Not much is known about the organization of the exhibition itself, as everything is still "in process", Nova ekonomika writes.
The registration of participants for the exhibition is also in the process. Each of the participating countries will have a pavilion in Belgrade, and those pavilions will then be demolished.
According to the Expo 2027 Belgrade company, about 120 countries, international organizations and companies are expected to attend the exhibition.
However, one of the documents states that the pavilions will be demolished after they are used for the purposes of the exhibition.
In their place, buildings will be built "which will be of a permanent nature and for which it will be necessary to obtain a decision on the use permit in accordance with the law regulating planning and construction".
Urban planner Bozena Stojić from the Ministry of Space tells "Vreme" that it is not known what could be built on the site of the pavilions, once they are demolished.
"The lex specialis for the Expo provides that the state can establish a company, which does not have to be fully owned by it. That company would, after the realization of the exhibition, manage the land and the entire complex. In what way, it is not defined. That possibility is just open," says Stojić.
Thematic pavilions and short deadlines
The thematic pavilions "Game(s) for Humanity" and "The Power of the Game" have so far cost the state only for the conceptual solution, elaboration and production of the content, a total of close to 1,73 billion dinars.
The law on special procedures for the implementation of the international specialized exhibition Expo Belgrade 2027, better known as the lex specialis for the Expo, was recently amended and adopted by the Government of Serbia.
Due to the short deadlines, it was decided to amend the law. It now contains an item according to which the facilities that will be built can be put into operation when a positive report from the Commission for Technical Review is issued.
That report should contain a positive assessment of the fulfillment of the conditions for temporary use, i.e. commissioning of facilities that meet the basic requirements prescribed by law.
What about the user license?
Therefore, all facilities that will be built will only have a permit for temporary commissioning, and then the investor has a deadline of 24 months, that is, two years, to obtain a use permit.
The question arises, whether all these facilities will have a use permit at all, if the investor has a deadline of 24 months to obtain it, after the Technical Inspection Commission issues a positive report and puts the facilities into operation.
"When applying for a building permit, it is usually the practice to submit an Environmental Impact Assessment Study along with the project. "In order to get a construction permit, it is necessary for the competent authorities to give their consent to that study," says Stojić.
However, facilities within the Expo complex do not have to wait for this approval. An environmental impact study is still required, but a building permit can be obtained without the consent of the competent authorities.
"When it comes to the use permit, they can be put into operation on the basis of a permit for the temporary operation of the facility, and without a use permit. If we know that these are pre-fab buildings, they can be demolished before they receive a use permit," adds our interlocutor.
Therefore, the safety of the facility is called into question.
"The legal framework foresees the use permit as the last step to check whether the building was built in accordance with the construction permit and according to the conditions contained in it." When we have a use permit, it means that there are some control mechanisms that check safety, and that is one guarantee," adds Stojić.
