The public session on the Draft Spatial Plan of the Special Purpose Area of the National Football Stadium - Phase IV and Expo Complex was held on June 11, but not with the presence of interested citizens, but online.
Online public sessions are enabled by the recently adopted Rulebook on the Content and Method of Drafting Spatial and Urban Planning Documents.
However, the aforementioned session on the National Stadium and Expo Complex had to be held with the presence of citizens, because at the time when the new Rulebook, which foresees the online version, was scheduled, it had not yet entered into force.
The difference between the two methods is big: the live session enables dialogue and opposition of opinions, therefore the public, while the online session does not, but it allows for various situations inappropriate for a public session, including the selection of participants based on opinions about the project being discussed. Specifically, inviting to the meeting only those people who will speak positively about the project. In order to be adopted without problems. And by law.
Expo grew to New Belgrade
This time, positive marks should have been received for the Draft, which predicted that the Expo complex would grow again.
Namely, thanks to the changes in the special purpose area plan, the Expo complex has grown year by year since 2021, from the original 114 hectares to 350, while this latest, IV phase of the plan, foresees an expansion to as many as 813 hectares. All the way to New Belgrade.
In part of that extension, there is also a narrower water source protection zone where limited works are possible, but with strict protection measures. At this moment, however, it is not possible to fully predict these measures, because not all projects for that complex have been completed.
Endangered water sources
As part of the expansion of the Expo, a pier with an access road is planned, in the narrow zone of the Surčin water source, on the banks of the Sava and close to the Sava embankment that protects New Belgrade from floods.
The professional public submitted more than 700 objections to the planned changes to the plan.
So far, the public session on the expanded Expo has been postponed twice without explanation, and then suddenly this electronic one was scheduled, and before the regulations allowed it.
Why was the Spatial Planning Agency in such a hurry that it could not wait for the eight-day period between the adoption and implementation of the Rulebook, which is provided for by law?
Concerned citizens interpret this as arrogance. Like - what can anyone do. And I'm in a hurry.
Completed the first of four phases
Since 2015, when the authorities first mentioned the construction of the National Stadium, until now, only the first phase of construction has been completed, and no decision has been made about the second phase. According to the announcements of the Minister of Finance Sinisa Malog, the stadium should be completely completed by the end of 2026.
Let's remind: The national football stadium in Surčin is designed for 52 thousand visitors, and the accompanying infrastructure. It will occupy 32 ha of land. It is circular in shape, on nine levels. According to the project, the entire facade will be covered with greenery, which makes the stadium unique in the world.
The complete project documentation for the construction of the stadium was made by the Spanish studio Fenwick Iribarem, specialized in the construction of sports infrastructure. In Serbia, he is known for designing Belgrade's Sava square in Belgrade.
The responsible designer is Mašinoprojekt kopring from Belgrade, the investor of the construction project is the Ministry of Finance, and the main contractor is the Chinese company Power Corporation of China.
