After several months of investigation and amendments ordered by the Higher Public Prosecutor's Office, the former mayor of Niš, Dragana Sotirovski, was indicted for abuse of official position. The investigation reveals a wider system of privileged contracts, engagement of companies without public procurement and damage to the city budget of more than 843 million dinars
After completing the investigation, the Higher Public Prosecutor's Office, as they say, raised indictment against the former mayor Dragan Sotirovski due to the criminal offense of Abuse of official position. The indictment, they add, was also brought against Zoran Stanojević, the owner of Sim puk construction from Malošište, for the criminal offense of abuse of official position in assisting.
In August, the correction of the indictment began, which was delivered to Dragana Sotirovski and her defense attorney, and then the High Court said that the indictment was formally correct. Then, the indictment against her was returned to the Higher Public Prosecutor's Office to issue an order to supplement the investigation, in order to better clarify the factual situation.
We inform you that after submitting the answer PI no. 296/25 of 13.10.2025. this prosecution issued an order on supplementing the investigation dated 13.10.2025. in relation to DS and ZS. After completing the investigation, this prosecution on 17.10.2025. filed an indictment against D.S. for the criminal offense of Abuse of official position from Art. 359 paragraph Z in connection with paragraph 1 in connection with art. 61 para. 1, 4 and 5 CC and Z. S, due to the criminal offense Abuse of official position in assisting from Art. 359 paragraph Z in connection with paragraph 1 in connection with art. 35 and 61 paragraphs 1, 4 and 5 of the Criminal Code - say VJT.
Let us remind you that due to the suspicion that by using her official position from March 2022 to July 2024, in violation of the Law, Decisions and Regulations, she hired the companies Sim puk gradnja and Vodomonteri to perform various construction works in the territory of the City of Niš, on February 21, the former mayor of Niš was arrested.
Zoran Stanojević, the owner of Sim puk gradne from Malošište, as well as Damir and Dejan Nikolić, the owners of the company Vodomonteri Lalinac, who after pleading guilty were under house arrest, and are now under house arrest, were also arrested.
On March 21, Sotirovski's detention was extended for the first time by 30 days, then on April 22 and May 20 for two months, and on July 16, the detention was extended again.
Three days before the end of pre-trial detention, the Special Department for Suppression of Corruption of the Higher Public Prosecutor's Office filed an indictment.
In the meantime, she was charged with new works - a "Swarovski" watch, incitement and consulting services.
The closest associates of Dragana Sotirovski, 14 of them, were also detained, and all were soon released.
The former councilor of the City of Niš, Nenad Stanković, who was wanted since February 24, was arrested on February 27, and he was released from custody. Three months later, he assumed the position of president of OFK Sinđelić.
It is suspected that they damaged the budget of Niš by 843.336.450 dinars.
