Media public service of Slovenia RTV SLO can serve as a good example, say the research and analytical center Demostat. What does Slovenian look like? praxis?
This media service broadcasts five television (SLO 1, SLO 2, SLO 3 and 2 regional) and eight radio programs, and according to the Law on RTV Slovenia, it is the only service of national importance, according to the Demostat survey.
They further write that "the program is prepared with respect for the principles of credibility, unbiased and ethical journalism, with a variety of content, strong domestic and European production, limited advertising and digital strategy."
The editorial policy is determined directly by the chief editors, in accordance with the strategy set by the Program Council of RTV.
The editors are appointed by the general director of RTV Slovenia on the basis of a public competition, and their appointment must be approved by the Program Council. The general manager has an important management role, but does not decide on the content.
"Such a structure aims to ensure editorial independence, responsibility and professionalism of the public service," concludes Demostat.
Method of financing, management and transparency
The public service in Slovenia is financed from 70 to 80 percent from the mandatory monthly subscription. Citizens of Serbia pay 349 dinars for a public service subscription, while in Slovenia it is slightly more than 14 euros per household per month.
The director of RTV SLO is elected by the Program Council, which has 29 members. And his role is to check whether the RTV program fulfills its public function, according to the Demostat report.
RTV SLO also has a protector of the rights of viewers and listeners who "receives citizens' complaints, comments and suggestions, reacts to bias, unprofessionalism and violations of standards. He is obliged to submit an annual report on his work."
"The Freedom House report, Nations in Transit 2024, states that the independence of the public media service in Slovenia has improved, noting that the changes in the government have led to less pressure from journalists and more open dialogue — which means that opposition views have more space," concludes Demostat.
