The Council of Europe was founded with the aim of encouraging economic and social development and closer cooperation between member states, but it also reacts when the basic democratic principles on which it is based are violated. States that are not members of the European Union, by becoming members of this organization, can get involved in solving or discussing key European issues. As the "European perspective" of the Western Balkans stretches indefinitely, the Council of Europe could gain a more active role in the region.
